Councilmember Howell stated some cities have a hoarding section of their Ordinance that would <br />address multiple cats above a certain number. She added that might be a solution, rather than <br />targeting everyone who has 5 cats, and making them get a kennel license. <br /> <br />Acting Mayor Riley asked what the definition of hoarding would be. <br /> <br />Councilmember Howell agreed to forward her research and information to the City Council and <br />City Staff. <br /> <br />Acting Mayor Riley stated this issue is related to a specific problem, and the City does not want to <br />seek out people who are not a problem. He added this gives the City a way of addressing the ones <br />that are a problem. <br /> <br />Councilmember Howell asked whether other Councilmembers would support no penalties for <br />crowing hens. She added City Staff would end up spending a lot of time and effort measuring <br />noise. She noted the decibel levels are not going to be the same for all chickens. <br /> <br />Acting Mayor Riley asked whether crowing roosters is really a problem. <br /> <br />Senior Planner McGuire Brigl stated City Staff receives approximately 1 complaint per month <br />about roosters, but she does not believe there has ever been a complaint about chickens. <br /> <br />Councilmember Woestehoff stated, if roosters are allowed, then crowing hens should be <br />considered the same thing. He added roosters and hens crowing could be regulated the same way, <br />except roosters would need to be on 5 acres. <br /> <br />Councilmember Howell stated the problem is how to measure the crowing. She added it could <br />end up creating a lot of work. <br /> <br />Councilmember Musgrove stated she would support removing “crowing hens”. <br /> <br />The consensus of the City Council was to remove “crowing hen”. <br /> <br />Acting Mayor Riley stated the City Council will send emails with feedback and comments to <br />Planning Technician McCann to be consolidated and presented at a Work Session in 90 days. <br /> <br />2.05: Continued Discussion on 2022 Budget/Levies <br /> <br />Finance Director Lund reviewed City Staff’s request for positions to be re-classed as well as <br />positions with increased hours. She added 3 new positions were discussed at the City Council’s <br />last Work Session. <br /> <br />Community Development re-class: Senior Planner to Planning Manager - City Engineer Westby <br />stated this request for a re-class would be commensurate with the duties that the staff member is <br />currently performing. <br /> <br />City Council Work Session / August 10, 2021 <br />Page 9 of 13 <br /> <br />
