Board Member Bentz asked if the flowcharts were included with the packet.

Mr. Anderson confirmed that copies of the flowcharts were included in the packets for both the
Planning Commission and City Council. He noted that the Council Work Session would be open
to the public but would not be in a public hearing format.

Acting Vice Chairperson Max asked if they have gotten any feedback from residents.

Mr. Anderson explained that the public hearing is held at the Planning Commission level, which
is where the public has the opportunity to provide input to Staff. He stated that the City Council
does not have to entertain public comment adding that most of the time the Council is willing to
open the floor to anyone who does have questions.

Board Member Bentz asked if this would be considered an easement or would this become city-
owned land.

Mr. Anderson explained that it could take a number of different shapes, as it would depend on
how the developer wants to handle the property.

Case #3: Review of MEP Grant Application

Staff member Chris Anderson stated that as an FYI, the MEP grant is a possibility for funding
that is being considered. He provided the Board with copies of the application noting that they
have requested $67,000.00, adding that the final decisions for funding from the grant would be
made in mid-August. He explained that if the City is awarded the funds, all or in part, there
would have to be some focus on educational pieces for the residents. He stated that it could
include educational articles, Cable TV show in addition to using environmental maps when
attending various meetings.

Board Member Bentz referenced the copyrights for reports and educational booklets created by
Peterson Environmental and asked if the City would own them or Peterson Environmental. He
suggested placing the documents out on the City website if they are owned by the City.

Mr. Anderson stated that the final product would be owned by the City and would have full
access for updating the documents as needed. He acknowledged Board Member Bentz's
suggestion to post components to the City website noting that this was already included as a part
of the educational process. He noted that it is also their hope to place the Municipal Wetland
Management Classification map on the website once it is completed. He stated that he would
update thc Board at the next meeting.

TASK FORCE AND BOARD INPUT

Environmental Specialist Bacon provided the Board with a packet of information for the 26th
National Wild Ones Conference that is scheduled for September 9-11, 2005. He suggested that
thc Board review the content and consider attending. He stated that this seminar would be a
good start to the educational process for the Board.

Environmental Policy Board / July 18, 2005
Page 3 of 4
