<br />Councilmember Heineman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-255 <br /> <br />RESOLUTION APPROVING INTERIM PLAYGROUND REPLACEMENT POLICY <br /> <br />WHEREAS, <br /> Ramsey City Council and the Park and Recreation Commission recognizes <br />the importance of Parks, Trails, Open Space and Recreation to the quality of life for Ramsey <br />residents; and <br /> <br />WHEREAS, <br />Neighborhood playgrounds are essential areas for play, creative and <br />; <br />cognitive expression, as well as the positive physical development of childrenand <br /> <br />WHEREAS, <br />the City has significant investments in play equipment components, and each <br />; <br />playstructure ultimately will need to be replaced and <br /> <br />WHEREAS, <br />renovation and reinvestment in existing parks represents a commitment and <br />service to residents throughout the City, and supports favorable property values and sustaining <br />neighborhoods; and <br /> <br />WHEREAS, <br />the City annually receives proceeds from Lawful Gambling conducted in the <br />community, and these monies are to be invested in benefitting the youth of Ramsey; and <br /> <br />WHEREAS, <br />the Park and Recreation Commission developed a Playground Replacement <br />Policy, and recommends its implementation to begin a systematic and logical replacement of <br />playgrounds and the associated park’s rejuvenation—each of which will have been in service for <br />more than two-decades. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) That, adopting the Interim Playground Replacement Policy sets into motion the <br />programmatic replacement of the City’s playgrounds, as well as the evaluation of this <br />process, and that each project, with the associated park renovation will come before the <br />Park and Recreation Commission for an effective recommendation to City Council; and <br /> <br />2) That, pursuant to MN State Statute Chapter 349, Lawful Gambling Fund monies may only <br />be used for expenditures that benefit youth in the community, and that accordingly, this <br />funding source be considered for playground replacements as part of the annual General <br />Fund budget, and Capital Improvement Program procedures. <br /> <br /> <br /> <br /> <br /> <br /> <br />
