CITY COUNCIL SPECIAL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Special Work Session on Tuesday, May 18, <br />2021, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Mark Kuzma <br />Councilmember Ryan Heineman <br />Councilmember Chelsee Howell <br />Councilmember Debra Musgrove <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Matt Woestehoff <br />City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Fire Chief Matt Kohner <br />Police Chief Jeff Katers <br />Public Works Superintendent Grant Riemer <br />Administrative Services Director Colleen Lasher <br />Deputy City Administrator Timothy Gladhill <br />City Engineer Bruce Westby <br />1. CALL TO ORDER <br />Mayor Kuzma called the City Council Special Work Session to order at 6:05 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Annual Planning Session <br />City Administrator Ulrich reviewed the intent of the planning session to identify common goals <br />and identify the framework for the plan. He asked each member present to identify an <br />accomplishment from the past year for the City and something they hope to accomplish from the <br />meeting tonight. He stated that he would like to accomplish identification of common goals and <br />stated that he is most proud of how everyone worked together through the pandemic and turnover <br />between staff and the Council. He stated that he is also proud of how they were able to stay on <br />track with projects and that everyone is coming together to form a new team. <br />Mayor Kuzma stated that he is proud of the franchise fee, as it was five years in the making. He <br />realized that not everyone is on board with that but believed that after the budgeting process it <br />would become clearer that the funding source is the best choice. He also welcomed the new <br />members of the Council and hoped everyone could work together as a team. <br />City Council Special Work Session / May 18, 2021 <br />Page 1 of 19 <br />
