Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #05-08- A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A REQUEST FROM JEFF STEVENSON FOR A CONDITIONAL USE PERMIT FOR A COMMERCIAL DOG KENNEL TO PROVIDE DOG OBEDIENCE AND HUNTING TRAINING ON A RESIDENTIALLY ZONED PARCEL OF PROPERTY. WHEREAS, the City of Ramsey received an application from Jeff Stevenson for a conditional use permit to provide dog obedience training on the property generally known as 8125 173ra Ave NW and legally described as follows: [Jot 1, Block 1, Deerwood Addition, Anoka County, Minnesota and The east 15 feet of the west 330 feet of the south 264 feet as measured at right angel to the west and south lines thereof of the Southeast Quarter of the Southeast Quarter of Section 05 Township 32 and Range 25, excluding road; subject to easement of record (the "Subject Property"). NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to thc request are determined to be as follows: That on June 23, 2005, Jeff Stevenson, hereinafter referred to as the "Applicant", properly applied for a conditional use permit for a commercial dog kennel to provide dog obedience traini n g on the S ubj ect Property. That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant to Section 9.03.05 of the City Code on August 8, 2005, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. 3. That the Subject Property and surrounding parcels are zoned R-1 Residential-Rural Developing. 4. Thai: the Subject Property is approximately 6.5 acres in size. That Section 5.9.03 (Dog Regulations) of the Ramsey City Code defines a commercial dog kemp. el as any place where boarding and/or training is offered to any number of dogs not owned by the owner or occupant of the premises. Such boarding and/or training may also include but is not limited to related uses such as selling, breeding, showing, treating or grooming.
