The Southwesterly line of the above-described land has been marked by judicial landmarks <br />set pursuant to Torrens Case No. C7-89-6899. <br /> <br />-and- <br /> <br />The south 30 feet of Lot 2, Block 4, Gateway North Lndustrial Park Plat 2. <br /> <br />(the "Site"); and <br /> <br /> WHEREAS, The Planning Commission met on August 8, 2005, conducted a public hearing <br />and recommended City Council approval of the request. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />71) <br /> <br />That the asphalt plant will be permitted to operate from April 1 through November 30 of each <br />year and this permit shall expire on March 1, 2005. <br /> <br />That the hours of operation shall be from 6:00 a.m. to 8:00 p.m. Monday through Saturday. Any <br />variance fi-om these hours of operation shall require prior special approval by the City <br />Administrator or his/her designee. The City Council shall be notified of the temporary change <br />in hours. <br /> <br />That the operation of the asphalt plant and the emission of noise, odors, smoke, dust, fly ash or <br />other particulated matter from the site and operation shall be in compliance with and regulated <br />by the State of Minnesota Pollution Control standards. The Permit Holder shall have in effect at <br />all times during the term of this Permit, a Minnesota Pollution Control Air Emission Permit for <br />a hot mix asphalt plant. <br /> <br />That certain site improvements (pavement, curbing, fencing, berm, landscaping) shall be <br />permitted in accordance with the Grading, Drainage and .Paving Plan prepared by Sunde <br />Engineering, Inc., and dated October 5, 2004, revised October 18, 2004; and the Landscaping <br />Plan prepared by and dated The' landscaping shall be <br />maintained by the use of underground irrigation. <br /> <br />That any stock piles of material shall be limited to a maximum height of 35 feet as measured <br />fi'mn the existing ground elevation over which it is placed and shall be located no closer than 20 <br />feet to any property boundary. <br /> <br />That crushing of demolition asphalt and concrete shall be conducted a minimum of one time per <br />year. <br /> <br />That off-street employee parking shall be provided such that there is at least one pai'king space <br />for each employee on the maximum working shift. <br /> <br />8) That no build-up of material shall be permitted on any haul roads. <br /> <br />RESOLUTION #05-08- <br /> Page 2 of 5 <br /> <br />135 <br /> <br /> <br />
