Case #5: <br /> <br />Request for Comprehensive Plan Amendment for the Proposed Plat of <br />Brookfield Addition; Case of Oakwood Land Development <br /> <br />Community Development Director Trudgeon advised that Cases #5 and #6 are related. He <br />explained that Oakwood Land Development has submitted an application for an amendment of <br />the 2001 Comprehensive Plan to change the land use designation from Rural Developing to Low <br />Density Residential on the property generally located south of Trott Brook and west of Nowthen <br />Boulevard. The amendment to the Comprehensive Plan, along with a subdivision request, would <br />allow the applicant to develop the property with single-family homes served by sanitary sewer <br />and municipal water. <br /> <br />Community Development Director Trudgeon stated the applicant plans to develop the property <br />with 235 urban single family homes on'179 acres west of Nowthen Boulevard and south of Trott <br />Brook. The 200'1 Comprehensive Plan designates the property as Rural Development. <br />Development of Brookfield Addition with urban services requires a Comprehensive Plan <br />amendment to change the land use designation from Rural Developing to LoTM Density <br />Residential. If the property is approved for development with urban services, the net density <br />allowed under R-I is three units per acre. The sketch plan reflects a gross density of 1.3 units per <br />acre. All of the proposed lots appear to meet urban single-family standards for lot width, size, <br />and frontage on a public road; net density and lot standards will be verified as part of the <br />preliminary plat review. <br /> <br />Community Development Director Trudgeon noted there are substantial wetlands on the <br />proposed plat that will need to be delineated and encumbered with drainage and utility easements <br />on the preliminary and final plats. 'The grading and drainage plan will have to be reviewed and <br />approved by the L3wer Rum River Water Management Organization (LRRWMO). Trott Brook <br />is a designated tributary of the Rum River, and is subject to Scenic River and Shoreland <br />Management requJ, rements, specifically a 100-foot setback for all homes from the OHW of Trott <br />Brook. <br /> <br />Community Development Director Trudgeon explained that as in the previous case, the project is' <br />disturbing more than 80 acres and requires an Environmental Assessment Worksheet (EAW) as <br />part of the preliminary plat submittal. In addition, City Code requires density transitioning <br />between the project area and adjacent rural size lots. A Tree Preservation Plan will be required at <br />the time of preliminary plat review. <br /> <br />Community Development Director Trudgeon advised that.a traffic generation analysis will also <br />be required at the time of preliminary plat review. The sketch plan proposes to provide public <br />access from Nowthen Boulevard and 168th Avenue from the east, and Garnet Street from the <br />south. The City's Comprehensive Plan proposes the extension of 167th Avenue as a collector <br />street through this subdivision. The submitted sketch plan is not consistent with this plan. if the <br />sketch plan is to be approved, an adequate alternative location for this east/west collector <br />roadway must be designated and approved by the City.
