Paul Silk Film Buying: Staff would like to use Mr. Silk's consulting services when <br />negotiating for a cinema project. The proposal is $5,000 total for a two year period. <br />D JR Architects: The City selected DJR to assist with the Community Center/Fitness <br />Center project. Staff would also like to utilize D JR services with the exterior design of <br />the cinema project. The total contract amount proposed by D JR is $69,000. The Finance <br />Committee discussed that staff would look at breaking up the contract and look at the <br />programming piece the Council had discussed previously. <br />Human Resources Studies: Staff would like to discuss the possibility of initiating an' <br />Organization Study, estimated at $50,000, and a Compensation Study, estimated at <br />$10,000 to $15,000. RFPs would go out for these studies. <br /> <br />Councilmember Strommen explained these consulting services will come back individually with <br />more specific amounts and proposals. A lot of'these funds may rely on the Council Contingency <br />Fund. The Finance Committee discussed that these services should be looked at again during the <br />2006 budget discussions. <br /> <br />No Council action necessary. <br /> <br />3) Authorize design and preparation of construction documents for park <br /> shelter/concession stand at Central Park <br /> <br />P38 <br /> <br />Public Works Director Kapler explained to date, the Ramsey Lions have donated $185,000 to the <br />City of Ramsey to be used for the construction of a replacement building in the location of the <br />existing "Park Shelter/Concession Stand" located at Central Park. The Lions have committed to <br />cover all costs of the project other than the Engineering element, which will be donated by <br />Hakanson-Anderson & Associates, Inc. Staff is recommending using the Lawful Gambling Fund <br />to cover the funding gap until such time that the Lions can pay the balance of the project cost, <br />which is estimated at $40,000. The Finance Committee determined to pull the $40,000 from the <br />Charitable Gambling Fund, regardless of whether the Lions are able to pay back the funds. The <br />City received a proposal from the Adkins Association for architectural fees in an amount not to <br />exceed $18,000. This $18,000 would be included in the $225,000 estimate for the total project. <br /> <br />Councilmember Strommen explained the recommendation of the Public Works Committee was <br />to authorize 40,000, which is the estimated amount to complete the project, from the Lawful <br />Gambling Fund. Any additional funds that would be needed would come back to' the Finance <br />Committee for approval. <br /> <br />Mayor Gamec suggested if funds are reimbursed by the Lions in the future, that they could be <br />used for furnishings and other needs for the building. <br /> <br />Public Works Director Kapler replied the Lions are aware when they have given the City funds. <br />they cannot earmark what the funds will be used for. They have given the funds in the hopes that <br />they will be earmarked for this project. <br /> <br />Finance Officer Lund advised this project will be included in the Five Year Capital Improvement <br />Program with the designated funding coming from the Charitable Gambling Fund. <br /> <br />City Council / June 28, 2005 <br /> Page 22 of 24 <br /> <br /> <br />
