The bids ranged from$7,253,000 to <br />$9,200,000. LSA recommends reserving 2% construction contingency to deal with issues that <br />arise as the project progresses. This amounts to $145,000 that would be allowed for construction <br />change orders. This brings the total of the construction without any add alternates to $7,398,000 <br />which is $2,000 less than the amount that was stated in the feasibility study, without any added <br />alternates. Staff will determine if there can be reductions in the price for the architecture on the <br />north fitscia of the structure. He advised since any combination of the bid alternates will not <br />affect thc responsible low bidder, it is staffs recommendation to award the contract to Adolfson <br />& Peterson, Inc. based on the base bid amount of $7,253,000.00. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve Resolution <br />#05-07-212, awarding Project #02-34, Ramsey Municipal Parking Facility, to the lowest <br />responsible bidder, Adolfson & Peterson, Inc. based on the base bid .amount of $7,253,000.00, <br />and to adopt Resolution #05-07-213, establishing .levels of authority for construction of <br />hnprovcment Project #02-34, Ramsey Municipal Parking Facility. <br /> <br />Motion carried. Absent: Councilmembers Olson and Strommen.' <br /> <br />Case #10: Review Ramsey Town Center Parks <br /> <br />Civil Engineer II Linton stated Ramsey Town Center has submitted 98 percent construction <br />plans tbr East Park and South Park. The developer presented an update on the plans at the joint <br />City Council/Park and Recreation Commission meeting in June. Staff has reviewed the plans <br />and submitted comments to the developer. The comments focused on fine tuning the technical <br />details of the project. The East Park Project includes the amphitheater and pedestrian bridges. <br />The City has received grants from the Metropolitan Council for construction of these projects. <br /> <br />Assistant Public Works Director Olson advised the City Attorney has indicated the Metropolitan <br />Council has rendered an opinion that the City should go forward with those contracts, and Will <br />have the ability to reimburse 'the-contractor from the grant funds, rather than the developer using <br />the grants the City has received. <br /> <br />City Attorney Goodrich advised the Metropolitan Council met today regarding a similar <br />situation, and will be providing 'the City with more clarification on' this issue. <br /> <br />Assistant Public Works Director Olson advised staff recommends approving the plans subject to <br />the conditions in the review letters. <br /> <br />Motion by Councilmember Pearson, seconded by Councitmember Elvig, to approve the'plans for <br />Ramsey Town Center East Park and Ramsey Town Center South Park. <br /> <br />Further discussion: Elvig stated he is happy to see this come forward.
