Mr. Bob Hamborg, 15755 Traprock, stated one common thing discussed has been the roads.
Developers used to help layout roads in the City and he did not see this happening anymore. He
stated traffic is putting too much stress on their roads. He stated he would like to see the City
involve the Police Department in the planning of the streets. He stated they are not against
development but it needs to be done in a systematic and fair way.

Mr. [-[unt noted there are safety issues in wide-open spaces too.

Mr. Chuck Engstrom explained the southern exit of the addition is to Marble Street. There is
only ()ne exit that goes onto a County Road. He stated he is concerned, they would go ahead with
the proposed addition without the change to the Comprehensive Plan. He thought the
Commission was finding out what residents of Ramsey wanted. He requested denial for this:

Motion by Commissioner Van Scoy, seconded by Commissioner Shepherd, to close the public
hearing.

Motion Carried. Voting Yes: Vice Chairperson Johnson, Commissioners Van Scoy, Shepherd,
Brauer, [~evine, and Watson. Voting No: None. Absent: Chairperson Nixt.

The public hearing closed at 9:33 p.m.

Commission Business

Vice Chairperson Johnson called the regular meeting of the Planning Commission back to order
at 9:33 p.m.

Commissioner Van Scoy stated in this area; rural developing, and the largest lot that can be
platted is three quarter of an acre and the smallest is a quarter of an acre. He stated without a
variance the developer can go in and put in seventy-one lots with lots the same size or smaller
than what is being proposed. The rest of the land would be an outlot waiting for the sewer to
come in.

Vice Chairperson Johnson explained the City Council's rationale behind changing the required
acreage.

Vice Chairperson Johnson stated if the Comprehensive Plan Amendment were to go through, his
thought was they would need density transition in some areas and they also have road issues that
would need to be resolved.

Commissioner Van Scoy stated the furthest southeast road seems a very odd placement.

Mr. Peterson stated there is a mistake on the plat. He pointed it out on the map.

Planning Commission/March 3, 2005
