CASE'#: .~ <br /> PUBLIC HEARING <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF SWEET BAY RIDGE; <br /> CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Sylvia Frolik, Asst. Comm. Dev. Dir./HRA Exec. Dir. <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for preliminary plat aPproval of Sweet Bay Ridge to <br />develop 158 urban service single family residential lots on the site of the property generally <br />known as the St. Anthony Gun Club. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary plat, grading, and utility plans <br />c) Landscaping/tree preservation plan <br />d) Planning Commission meeting minutes dated January 6, 2005 <br />e) Planning Commission meeting minutes dated March 3, 2005 <br />f) City Council meeting minutes dated March 22, 2005 <br />g) DNR comment letter dated March 24, 2005 <br />h) City Staff review letter dated August 2, 2005 <br />i) EAW for Sweet Bay Ridge Addition and related responses (separate document in the <br /> agenda packeO <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hearing to owners of property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet <br />o[ the subject property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to create 158 urban single-family lots on 102 acres <br />generally known as the St. Anthony.Gun Club, located on the east side of Variolite Street. <br />Access from this development is provided onto Variolite Street at three locations: 163rd Avenue, <br />161st Avenue, and 159th Avenue. Provisions have been made within the plat for future street <br />extensions into adjacent properties. <br /> <br />The development of the property with municipal water and sanitary sewer required a <br />Comprehensive Plan amendment to change the land use from Rural Reserve to Low Density <br />Residential. On March 22, 2005, the City Council approved the amendment to the <br />Comprehensive Plan. The amendment was forwarded to the Metropolitan Council for approval. <br />On June 29, 2005, the Metropolitan Council took final action and approved the amendment to the <br />Comprehensive Plan. The property is now in the R-1 Metropolitan Urban Service Area <br />(MUSA). <br /> <br />43 <br /> <br /> <br />
