City Engineer Jankowski stated the traffic on County Roads is a part of the environmental
assessment and will be addressed. He stated they will have a traffic impact study done to show
what the whole subdivision will create.

Commissioner Shepherd stated this is the County's business if those roads are improved or not.

Vice Chairperson Johnson wondered if they get any of the traffic studies at all in terms of the
Comprehensive Plan and amendments.

Community Development Director Trudgeon stated they would not with an individual
Comprehensive .Plan Amendment but in the overall Comprehensive Planning process they look
at major roads and increased traffic counts. He stated whatever is adjacent to County roads,
Anoka County looks at the plats and makes recommendations and decisions on how the roads
should be improx(ed by the developer.

Commissioner Van Scoy wondered if there was a County Road involved next to this
development.

Community Development Director Trudgeon stated there was not, this is a City Road.

Commissioner Van Scoy stated he was a little concerned with the process of clean up and
contamination and the possibility of additional contamination. He wondered if there was a
definite indication of the actual contamination.

Community Development Director Trudgeon stated the only information they have at this time is
the report from the developer's consultants.

Vice Chairperson Johnson wondered if the environmental work Would be done at the same time
they are considering the Comprehensive Plan Amendment.

Community Development Director Trudgeon thought this would be handled when they look at
the Preliminary Plan.

Mr. Augst stated there is still ongoing testing being done on the site'.

Commissioner Van Scoy stated he liked the concept but was concerned about the transition from
one in ten to a significant change. He did not see a whole lot of transition there. He stated one of
the issues is it is hard to see the proximity of the development to surrounding homes.

The Platming Commission reviewed the areas where there should be transition. The Planning
Commission indicated that the northern area will need to be worked on.

Commissioner Van Scoy asked if the City has looked at the impact of traffic on Traprock.

Planning Commission/March 3, 2005
