Rural Reserve so development of Sweet Bay Ridge requires an amendment to change the current <br />designation ~kom Rural Reserve to Low Density Residential. <br /> <br />HRA Executive Director Frolik explained that Oakwood Land Development is requesting a <br />review of the sketch plan for Sweet Bay Ridge to develop 165 urban service single-family <br />residential lots on the site of the property generally known as the St. Anthony Gun Club. There <br />are substantial wetlands on the proposed plat that will need to be delineated and encumbered <br />with drainage and utility easements on the preliminary and final plats. The grading and drainage <br />plan will have to be reviewed and approved by the Lower Rum River Water Management <br />Organization (LRRWMO). Because the proposed development will disturb more than 80 acres <br />of naturally vegetated and forested land, an environmental review is required. An EAW will be <br />required as part of the preliminary plat submittal. She advised that the property has been <br />documented to contain contamination from lead shot and that contamination needs to be removed <br /> <br />HRA Executive Director Frolik noted the Code requires density transitioning between the project <br />area and adjacent rural sized lots. A Tree. Preservation Plan will be required at the t/me of <br />preliminary plat review. In addition, a traffic generation analysis will be required at the time of <br />preliminary plat review. <br /> <br />lIRA Executive Director Frolik noted the sketch plan proposes three public accesses-to Variolite <br />Street and Traprock Street is also proposed to be extended north into the plat from Traprock <br />Commons to the south. At the time Traprock Commons was platted, Traprock Street was <br />terminated in a t. emporary cul-de-sac with the intention of eventually extending Traprock to serve <br />the property to the north. <br /> <br />HIL/\ Executive Director Frolik stated the sketch plan was reviewed by the Park Commission <br />and, at a minimum, trail development will be required parallel to Variolite from Alpine Drive to <br />the northernmost boundary of the plat. Another trail segment will be required in an east/west <br />direction through the plat to connect the trail system between Elmcrest Park and Central Park. <br /> <br />HRA Executive Director Frolik stated the Planning Commission reviewed Sweet Bay Ridge and <br />tabled action to allow more time for the City to work on the Comprehensive Plan. The Council <br />and Planning Commission held two joint work sessions to discuss the Comprehensive Plan <br />amendment. Oakwood Land Development has exercised their right to. apply for a <br />Comprehensive Plan amendment to consider the land use designation necessary for them to go <br />[brward with the development of Sweet Bay Ridge. The Planning Commission conducted a <br />public hearing on March 3, 2005 regarding the request for the Comprehensive Plan amendment <br />~br Sweet Bay Ridge and heard concerns of residents. Those concerns related to traffic impacts, <br />opening Traprock as a through street, density transitioning, the outstanding environmental <br />studies, and site contamination from lead shot. On a 4-2-1 vote, the Planning Commission <br />recommended denial of the request for Comprehensive Plan amendment. <br /> <br />t-IRA Executive Director Frolik stated Staff is recommending approval of the applicant's request <br />for Comprehensive Plan amendment for the following reasons: 1) all three development <br />scenarios reviewed by the Council and Planning Commission show the subject property being <br /> <br />City Council / March 22, 2005 <br /> Page 8 of 38 <br /> <br />67 <br /> <br /> <br />
