Stevenson does training for hunting dogs, there is no use of firearms on the subject property and Mr.
Stevghson has also agreed not to use any starter pistols (training guns) on the property either.

Mr. Stevenson has stated that dogs would be boarded in the indoor kennel every nigh[. This facility does
have cement walls, which help soften any barking that may occur. However, Mr. Stevenson does also
have bark collars that can be utilized if the barking becomes an issue. Staff has checked with the Police
Department and there have been no complaints regarding dogs at the subject property. It should be noted
that Mr. Stevenson does not and will not provide any training of Pit Bulls, Rottweilers, or Doberman
Pinchers, on the property.

Recommendation:

Mr. Stevenson's parents have two (2) small dogs that are kept in the house and Mr. Stevenson has two
(2) dogs that live with him in Anoka. So, at times, there would be a potential for eight (8) dogs on the
property. Therefore, the proposed conditional use permit specifies that it allows up to four (4) dogs, in
addition to the Stevensons' (both the applicant and his parents) personal dogs, to be trained/boarded on
the property at any time.

Staff has received a letter from a neighboring resident outlining some concerns regarding this request.
The proposed conditional use permit specifically addresses most of these concerns. City Staff
recommends approval of the request for a commercial dog kennel conditional use permit to allow for dog
obedience and hunting training on a residentially zoned property.

Commission Action:

Motion to recommend that City Council adopt Findings of Fac~ relating to Jeff Stevenson's request
for a conditional use permit for a commercial dog kennel to provide dog obedience training at 8125 173rd
Ave NW.

-and-

Motion to recommend that City Council approve Jeff Stevenson's request for a conditional use permit for
a commercial dog kennel to provide dog obedience training at 8125 173~d Ave NW, based on the findings
of fact.

-or-

Motion to recommend that City Council deny Jeff Stevenson's request for a conditional use permit for a
commercial dog kennel to provide dog obedience training at 8125 173rd Ave NW, based on the findings
of fact.

Review Cheeldist:
Asst. Com. Dev. Dir/HRA Executive Director

PC: 8/8/05

O2
