Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to approve the <br />1999 utility rates and table adoption of the remainder rates until the next meeting. <br /> <br />Further discussion: Councilmember Haas Steffen asked for an explanation of what goes <br />into constructing the rates and fees schedule. She felt that we should be recouping some <br />of our costs and our fees should reflect this. She suggested staff come back with this <br />information when the rest of the rates and fees are brought back for approval. <br />Councilmember Beyer commented that justification for the utility rates would not have to <br />come back for review. <br /> <br />Amendment by Mayor Gamec and seconded by Councilmember Haas Steffen that the <br />rates approved be the five utility rates: Curbside Recycling, Residential Sewer, Multi- <br />Family and Community Sewer, Water Usage and Minimum Usage Water. <br /> <br />Amendment carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, <br />Beahen, Beyer and Zimmerman. Voting No: None. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, <br />Beyer and Zimmerman. Voting No: None. <br /> <br />Case #6: Joint Power Agreement for Central Records Project - Police <br /> <br />City Administrator Norman stated that the City received a request to enter into a joint <br />powers agreement with Anoka County relating to police records. Staff has not had an <br />opportunity to fully review it, however, we did call the County Attorney's office to <br />inform them that we would take the agreement to Council prior to December 15. The <br />County needs to know as soon as possible how many cities may be interested in <br />participating. <br /> <br />Councilmember Haas Steffen was not in favor of the County pushing these costs down to <br />the City. She suggested that the City let the County know that we are not really in favor <br />of having to pay this and added that the County has a much broader tax base with which <br />to spread the cost. <br /> <br />Police Chief Gustafson pointed out that the County is fronting the largest share which is <br />about $400,000. <br /> <br />Mr. Norman stated that the City of Ramsey has already budgeted $40,000 for this project <br />and Chief Gustafson feels that this amount will take care of the cost of this. <br /> <br />Councilmember Haas Steffen noted that we are talking about $48,000 in total costs over a <br />four-year period of time. <br /> <br />Finance Committee/December 8, 1998 <br /> Page 5 of 6 <br /> <br /> <br />
