Case #3: Authorize Various 2000 Capital Purchases

Finance Officer Lund stated that Staff is recommending that the Finance Committee recommend
approval to proceed accordingly with the purchase of the aforementioned capital outlay items
included in the 2000 Adopted General Fund Budget and those authorized in 1999.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City
Council approve to proceed with the purchase of the aforementioned capital outlay items included
in the 2000 Adopted General Fund Budget and those items previously authorized.

Motion carried. Voting Yes: Mayor Gamec Councilmembers Anderson, Connolly, and
Hendriksen. Voting No: None.

Case #1: Purchase of Three Squad Replacements

Police Chief Gustafson stated that the 2000 adopted budget provides $84,000 for the purchase of
three replacement squad cars. This amount is sufficient to accommodate labor for set-up and
transfer of usable equipment along with purchases of necessary replacement capital items for the
squads. It is intended that the squads be purchased through the joint Hennepin County
Purchasing Cooperative of which Ramsey is a member. The 2000 bid for police squads were
awarded to Superior Ford. The cost for three squad cards from Superior Ford totals $65,801.03.

Mayor Gamec inquired if after the three cars are purchased if the Police Department will be back
on the regular continuos rotation of their cars.

Police Chief Gustafson replied that the plan is to purchase three squads this year and then two in
2001, and three in 2002. After 2002 he is unsure of what the needs will be depending on the size
of the department and mileage of the cars. He noted that it would not be until 2003 before they
would consider more than three new squads.

Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to recommend City Council
authorize the Police Department to order three 2000 Crown Victoria Ford squad cars from
Superior Ford at the bid price of $65,801.03.

Motion carried. Voting Yes: Mayor Gamec Councilmembers Hendriksen, Anderson, and
Connolly. Voting No: None.

Case #4: Review and Adopt 2000 Enterprise Fund Budgets

Item was tabled.

Case #5: Review and Adopt 1999 Amended General Fund Budget

Finance Committee/January 11, 2000
