CASE #: q <br /> <br />DETERMINATION OF NEED FOR ENVIONMENTAL IMPACT STATEMENT (ELS) <br />FOR OAKWOOD LAND DEVELOPMENT'S BROOKFIELD ADDITION; <br /> CASE OF CITY OF RAMSEY <br /> By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted a subdivision plan to develop 156 acres located west <br />of Nowthen Blvd and south of Trott Brook. The proposed development, Brookfield Additionl <br />wi 11 contain approximately 235 single-family lots with a net density of 1.9 units per acre. The <br />City Council has approved a Comprehensive Plan Amendment request to change the subject <br />property's land use designation from Rural Developing to Low Density Residential. <br /> <br />Based on the area of the development site, a mandatory Environmental AssesSment Worksheet <br />(EAW) is required under State of Minnesota Rules. The City released a draft EAW on June 14, <br />2005 tar comments by governmental agencies and the public. The public comment period ended <br />on July 20, 2005. Under the State of Minnesota Rules, the City must now make a determination <br />on whether further environmental review is warranted for Sommerset Station. <br /> <br />The fl~llowing items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Draft EAW dated June 9, 2005 (under separate cover in the agenda packe0 <br />c) Comments and responses regarding the Draft EAW <br />d) Resolution creating Findings of Fact <br />e) Resolution making determination on need for EIS <br /> <br />Obserwttions: <br /> <br />The City received comments from five governmental agencies regarding the Draft. EAW (Anoka <br />County, MnDOT, Minnesota DNR, Anoka Conservation District and the Metropolitan Council). <br />Responses to their comments have been included with this case. <br /> <br />Under Minnesota Rules, the City must now make a decision on whether the EAW and responses <br />to the comments are adequate in addressing environmental issues regarding the proposed <br />development. Based on findings of fact, the City needs to determine whether additional <br />environmental review through an Environmental Impact Statement (EIS) is needed. <br /> <br /> <br />
