COMMENTS & RESPONSES <br /> <br />(~o[lqlllCIltor <br /> <br />Tim Bremicker, Acting Regional Director <br />Department of Natural Resources <br /> <br />Comment Date : July 19, 2005 <br /> <br />Thank you fi)r your response regarding the Brookfield Addition Environmental Assessment Worksheet. <br /> <br />Fish, Wildlife and Ecologically Sensitive Resources (Item No. 11) <br />The developer will take care to protect and maintain the characteristics of both the drainage ditch and <br />Trott Brook. The forested buffer areas and floodplain areas along Trott Brook will be protected by a <br />conserw~tJon easement. This will include appropriate erosion controls during construction, and adequate <br />vegetative buffers around the ditch and Trott Brook. The City of Ramsey will enforce erosion control and <br />vegetative buffer ordinances for all construction in order to limit the cumulative impacts on Trott Brook. <br /> <br />Water Use (Item No. 13) <br />The design average water use of 150 gallons per person per day is a conservative design value for <br />planning purposes. At the suggestion of the Metropolitan Council, the City will be consistent with the <br />July 2004 Comprehensive Water System Study. In addition, the City will promote reduced lawn watering, <br />drought tolerant landscaping and appropriate site preparation in order to reduce water use. <br /> <br />Water-Related Land Use Management District (Item No. 14) <br />Trott Brook is subject to Shoreland Management requirements and Scenic River requirements, since it is a <br />designaled tributary of the Rum River. The main additional provisions that have to be met for these <br />requirements are a 100-foot structure setback from the Ordinary High Water (OHW) level of Trott Brook, <br />controlled vegetative cutting within this 100 feet, and a limit of 25% impervious surface for lots adjacent <br />to Trott Brook. The submitted preliminary plat for Brookfield Addition plan meets all these requirements. <br />The fi~ct that a portion of this parcel is in the Shoreland District of Trott Brook (the land within 300 feet <br />of' thc creek or the landward extent of the floodplain, whichever is greater) should have been included in <br />th is section. These requirements will be taken into account when evaluating the preliminary plat. <br /> <br /> <br />
