CASE #: ~ <br /> <br />I)ETERM I NATION OF NEED FOR ENVIONMENTAL IMPACT STATEMENT (ELS) <br />FOR OAKWOOD LAND DEVELOPMENT'S SWEET BAY RIDGE; <br /> CASE OF CITY OF RAMSEY <br /> By: Sylvia Frolik, Assistant Community Development Director <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted a subdivision plan to develop 102 acres generally <br />known as thc St. Anthony Gun Club, located on the east side of Variolite Street. The proposed <br />development, Sweet Bay Ridge, will contain approximately 158 single-family lots with a net <br />density ol' 2.1 units per acre. The City Council has approved a Comprehensive Plan Amendment <br />request to change the subject property's land use designation from Rural Reserve to Low Density <br />Residential. <br /> <br />llascd on the area of the development site, a mandatory Environmental Assessment Worksheet <br />(EAW) is required under State of Minnesota Rules. The City released a draft EAW on June 14, <br />2005 tbr comments by governmental agencies and the public. The public comment period ended <br />on .luly 20, 2005. Under the State of Minnesota Rules, the City must now make a determination <br />on whether further environmental review is warranted for Sommerset Station. <br /> <br />Thc following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Draft EAW dated June 9, 2005 (under separate cover in agenda packet) <br />c) (~omments and Responses Regarding the Draft EAW <br />d) Rcsolution creating Findings of Fact <br />c) Resolution making determination on need for EIS <br /> <br />Observations: <br /> <br />The City rcceived comments from six governmental agencies regarding the Draft EAW (Anoka <br />(iounty, MnDOT, Minnesota DNR, Anoka Conservation District, Minnesota Pollution Control <br />Agency, and the Metropolitan Council). Responses to their comments have been included with <br />this case. <br /> <br />[Jnder Minnesota Rules, the City must now make a decision on whether the EAW and responses <br />to thc comments are adequate in addressing environmental issues regarding the proposed <br />development. Based on findings of fact, the City needs to determine whether additional <br />environmental review through an Environmental Impact Statement (EIS) is needed. <br /> <br />Rccommcndation: <br /> <br />StatT recommends that no further environmental review is necessary in regards to Oakwood Land <br />I )cvclopmcnt's Sweet Bay Ridge development proposal. <br /> <br /> <br />
