COMMENTS & RESPONSES

Comlnentor :

Cotnt?]eHt Date

Richard Biske, Natural Resources Planner

Anoka Conservation District

July 14, 2005

Thank you for your response regarding the Sweetbay Ridge Development Environmental Assessment
Worksheet.

A Il wetlands are delineated and encumbered with drainage and utility easements. Also, the developer is
volunteering a wetland buffer adjacent to all wetlands that will be signed and established with appropriate
vegetation. The buffer width ranges from 5 to 25 feet.

Item 11. Fish, Wildlife and Ecologically Sensitive Resources
The fi)rested buffer areas along the wetland on the eastern side of the site will be protected by a buffer and
signs. This will help keep the wildlife habitat corridor system intact. The City will initiate a discussion
with the developer regarding the possibility of modifying the development plan to shift and cluster homes
in thc more disturbed areas of the site, away from the eastern edge forests and wetlands.

Item 12. l'hysical Impacts on Water Resources
A deq uatc wetland buffers of native vegetation will be established and maintained around all existing and
created wetlands and the storm water ponds. The buffers will be marked with appropriate signs
discouraging mowing and change of grade. Wetlands and ponds will be placed entirely in easements that
will bc turned over to the City upon completion of construction.

Item 13. Water Use
The City will look for opportunities to incorporate Iow impact development features, to help recharge the
groundwater table. In addition, the City is considering acquiring their future additional water supply from
surface waters, which will reduce additional demand on the aquifer.

Item 17. Water Quality: Surface Water Runoff
The City will look for opportunities to incorporate low impact development features to help reduce runoff
volume aud treat runoff:

Item 29. Cumulative Impacts
Cumulative impacts will be mitigated by the buffer areas and wetland areas. Wetland vegetation buffers
will provide habitat and pollutant filtering. Utilization of low impact development features will treat
storm water and will help recharge the local aquifer. All of these methods will help mitigate the
cumulative hnpacts of development on the City of Ramsey.
