FC CASE #1
CONSIDER PROPOSAL FOR SEWER STUDY NORTH OF
TROTTBROOK
By: Assistant Director of Public Works / Principal City Engineer Brian E. Olson

Background:

Recently, the City Council adopted an Ordinance that allowed for the clustering of
housing to facilitate orderly urban development north of the Trottbrook. One advantage
to this type of housing is that it allows us to install the infrastructure for urban services
when they become available. The City has received a number of cluster development
rCClUCStS within the last month and are looking for direction on how to proceed.

There has been significant discussions with the Metropolitan Council regarding capacity
and when we were writing the update to the Comprehensive Sewer Plan we did not
expand thc urban service area to the area north of the Trottbrook. On Wednesday, August
3, 2005, Staff' met with the Metropolitan Council to talk again about sewer capacity. We
arc expecting a letter from them that will guarantee sewer capacity to the City of Ramsey
from "border to border" at some point in the future.

In order to install the infrastructure (sanitary sewer) within the cluster developments the
system must be designed so that we know the correct elevations to install the pipes and
Ii Ut stations. Staff received a proposal from Bolton & Menk to complete this update for a
cosl not to exceed $18,000. This would be financed from the Sewer Fund.

Recommendatiou:

Staff recommends that the comprehensive sanitary sewer study be updated to include the
area between the Trottbrook and the northern City limits to provide a vision on how to
proceed with the cluster developments.

Council Action:

Motion by the Finance Committee recommend to City Council to direct Staff to update
the comprehensive sanitary sewer study to include the area between the Trottbrook and
thc northern City limits to provide a vision on how to proceed with the cluster
developments.

Reviewed by:

City Administrator
Director of Public Works / Fire Chief
Finance Officer

IrC: 08/09/05
