Councihnember Olson concurred. She stated regardless of which access is closed, staff should <br />be directed to begin negotiations with Mr. Thompson to create totally new access. <br />Councihncmber Cook asked if the original Shade Tree motion made on June 14th would be <br />reverted to if any of the contingencies of this motion do not happen. City Administrator Norman <br />replied that is staff's opinion of this action. Councilmember Elvig stated he does not want this <br />motion to die because a difference of opinion on the north or south access from CR 5. He <br />indicated the City should negotiate with Mr. Thompson regarding the access. Councilmember <br />Cook noted closing one of the accesses on old CR 5 would allow some negotiation with Mr. <br />~l'hompson. <br /> <br />The motion on the floor was amended as follows: that the following motion adopted by the <br />Council on June 14, 2005, to-wit: <br /> <br />That the following street alignment be incorporated for the preliminary plat and site plan <br />approval of Shade Tree Cottages: Keep the general alignment of Potassium Street with <br />the street moved as much as possible to the west, to improve Potassium Street to a <br />minimum standard width with a minimum impact. <br /> <br />Be RESCINDED and replaced with following motion to-wit: <br /> <br />Motion to instruct City Staff to undertake the following tasks in order to address <br />transportation needs in the area of Nowthen Boulevard (CSAH), Old Nowthen, Potassium <br />Strcct and Alpine Drive. <br /> <br />a. Keep the new Potassium Street road alignment as far west as possible and construct it <br /> to 24' (curb to curb) in width, with the west side curb to be concrete and the east side <br /> to be bituminous curb. <br />b. Require the establishment of a temporary public road access from Quicksilver Circle <br /> to CSAH 5 through the Shade Tree Cottages development conditioned on the affected <br /> property owners on Potassium Street agreeing in writing to convey the necessary <br /> casement for the new Potassium Street road alignment to the City by September 1, <br /> 2005. <br />c. Staff is directed to negotiate first rights of refusal with the property owners of the four <br /> properties located on the NE corner of County #5 and Alpine Road for purposes of <br /> acquiring roadway easements for a routing from Potassium to Alpine with the <br /> purpose being the eventual closure of all accesses on County #5 from 157th to Alpine <br /> Road, including the closure of the temporary public road access from Quicksilver <br /> Circle to CSAH 5 described in (b) above. <br />cl. Close and cul-de-sac one of the accesses to CSAH 5 from Nowthen Boulevard. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson, <br />Pearson, and Strommen.
