property is already zoned TC-2 (18 acres), the remaining 18 acres of proposed commercial area <br />will need to be rezoned to commercial. He advised based on the size of the development and <br />number of residential units, a mandatory Environmental Assessment Worksheet (EAW) is <br />required under State of Minnesota Rules. The City released a draft EAW on May 27, 2005 for <br />comments by governmental agencies and the City must now make a determination on whether <br />further environmental review is warranted for Sommerset Station. <br /> <br />Mr. Trudgeon reviewed the comments received from the following governmental agencies <br />regarding the Draft EAW: Anoka County, MnDOT, Minnesota DNR, and the Metropolitan <br />Council. He advised under Minnesota Rules, the City must now make a decision on whether the <br />EAW and responses to the comments are adequate in addressing environmental issues regarding <br />lhe proposed development. Based on findings of fact, the City needs to determine whether <br />additional environmental review through an Environmental Impact Statement (EIS) is needed. <br />Staff recommends that no further environmental review is necessary in regards to Pulte's <br />development of Sommerset Station. <br /> <br />Councilmember Elvig stated he will be abstaining from the discussion and vote on this case. He <br />left the meeting at 9:49 p.m. and returned at 10:00 p.m. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to approve Resolution <br />#05-07-240, adopting Findings of Fact #0732 in regards to the need of an Environmental Impact <br />Statement for the Sommerset Station development. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Jeffrey, Olson, <br />and Strommen. Voting No: None. Abstain: CouncilmemberElvig. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to adopt Resolution <br />#05-07-241, making a determination that an EIS does not need to be undertaken for the <br />Sommerset Station subdivision, based on Findings of Fact #0732. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Jeffrey, <br />and Strommen. Voting No: None. Abstain: CouncilmemberElvig. <br /> <br />The meeting was recessed at 9:50 p.m. and reconvened at 10:00 p.m. <br /> <br />Case #19: Award Bids for Improvement Project 04-27 MPCA Storm Sewer Rerouting <br /> <br />City Engineer Jankowski reviewed that the City Council authorized Project 04-27 at the July 12, <br />2005 Council meeting. This project entails the relocation of a storm sewer owned by the <br />Minnesota Pollution Control Agency to service the groundwater reclamation system for the <br />abandoned sanitary landfill, which runs diagonally over Lot 1 of Block 2 of Sunfish Lake <br />Business Park. The purpose of this project is to create a marketable commercial lot. Funding for <br />this project will come from Tax Increment Financing (TIF). The cost of this project is estimated <br />to be less than $50,000 and therefore quotations may be accepted in lieu of bids. Staff <br />recommends a resolution be adopted awarding the contract to the lowest responsible price <br />quotation from Glenn Rehbein Excavating in the amount of $44,214.00. <br /> <br />City Council / July 26, 2005 <br /> Page 30 of 35 <br /> <br /> <br />
