Public Works Committee has recommended that a plan be developed to communicate <br />information regarding this project more directly to the impacted businesses and residents. He <br />advised it was the recommendation of the Public Works Committee that: <br /> <br />· A letter be mailed to all businesses along TH 47 and the residents dependant on 164th <br /> Lane for access describing the schedule and general impacts of the project. <br />· Businesses be direct mailed all MnDOT news releases regarding the project. <br />· An electronic message board be placed at the intersection of 164th Lane advising the <br /> residents dependant upon this access of the most current information relating to highway <br /> closures. The cost of the message board rental is between $150.00 - $200.00 per day. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recom~nendation of the Public Works Committee and to authorize staff to complete the <br />tbllowing: <br /> <br /> A letter be mailed to all businesses along TH 47 and the residents dependant on 164th <br /> l Jane for access describing the schedule and general impacts of the project. <br />· Businesses be direct mailed all MnDOT news releases regarding the project. <br />· An electronic message board be placed at the intersection of 164th Lane advising the <br /> residents dependant upon this access of the most current information relating to highway <br /> closures. The cost of the message board rental is between $150.00 - $200.00 per day. <br /> <br />Further discussion: Councilmember Elvig stated there is only one way in and out of the <br />neighborhood off of 164th Lane, with the hump to the north and the underpass to the south. City <br />t';ngincer Jankowski indicated these two projects should happen in close proximity to each other. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #22: Recreational Vehicles <br /> <br />City Attorney Goodrich reviewed that staff presented a revised recreational vehicle ordinance for <br />discussion and consideration at a recent work session. The proposed ordinance contains <br />revisions to City Code Section 6.04 "Snowmobiles". The ordinance currently regulates the use <br />of snowmobiles on public and private property in the City of Ramsey. Revisions to this <br />ordinance would include the use of all-terrain vehicles, off-highway motorcycles, mini bikes, and <br />go-carts, in addition to snowmobiles within the City. He advised the proposed ordinance will <br />amend the title of Section 6.04 "Snowmobiles" to "Recreational Vehicles" for the inclusion of <br />the above referenced vehicles. A non-use area for recreational vehicles is being designated south <br />of 167th Avenue, However, as described within the ordinance, recreational vehicles will be <br />allowed to operate in the ditch area of Armstrong Boulevard from Central Park to the north. The <br />revision also allows for loading and unloading of recreational vehicles in the City's Elmcrest and <br />Central parks. <br /> <br />Jeff Stadfeldt, 6890 - 148th Lane, stated the snowmobilers are not happy to see more banning of <br />snowmobiles, but they realize the City is growing.
