Case/424: Proposed Ordinance to Amend the Licensing and Permits Section of City Code ('Jommunity Development Director Trudgeon advised the Building Official and Building Permit Technician have been reviewing the contractors licensing portion of the City Code with the City Clerk and suggest some basic housekeeping language changes. He explained under the current City Code, the Zoning Officer is the "authorized" individual responsible for issuing building permits to individuals or firms for any construction work to be performed within the City. This authorization, by State Code, should be conducted by the Building Official. In addition, the current City Code states that applications for City Contractor license shall be submitted to the Zoning Officer for approval, and then forwarded to the City Clerk for processing. With this proposed change, however, these applications would be reviewed and issued by the Building Official and staff. He advised staff is recommending introduction of the proposed ordinance relating to the contractors licensing portion of the City Code. Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to introduce the ordinance amending Section 7.03 (Contractors). Mayor Gamec directed staff to check into the location for dumping of the City's septic systems and tess pool pumping. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Cook, Elvig, Pearson, and Strommen. Voting No: None. Case/425: Consider Authorization to Hire an Associate Planner City Administrator Norman reviewed that on June 9, 2005 the City's Associate Planner resigned. Prior to the Associate Planner leaving her position staff was given authorization to begin the treatment process for a replacement Associate Planner. The position was advertised and eleven interviews were conducted. Staff is recommending Breanne Dalnes for the Associate Planner position at an hourly wage of $21.80, plus benefits. The results of Ms. Dalne's criminal and driver's license background checks, reference checks, and pre-employment physical and drug screen were satisfactory. With City Council approval, Ms. Dalne's will begin employment on August 1,2005. Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution #05- 07-245 authorizing the hiring of Breanne Dalnes for the Associate Planner position at a starting wage of $21.80 per hour, plus benefits.
