Case #6 <br /> <br />Request for Sketch Plan Review of Wild Oaks of Ramsey; Case of Ron <br />Tallman <br /> <br />Associate Planner Geisler advised that Ron Tallman is proposing to plat 14 single-family lots on <br />approxinmtcly 36 acres on 173rd Avenue east of Puma Street. She stated the property is located <br />in thc R- 1 Rural Developing District, which has a minimum density of 1 lot per 2.5 acres or 0.4 <br />units per acre. She indicated that as submitted, the sketch plan is showing a gross density of <br />approximately 0.39 units per acre. She stated the 14 new lots meet R-1 Rural Developing <br />standards for lot width but several appear to be larger than the 32,670 square-foot maximum lot <br />size established in City Code. She indicated density and lot standards will be verified as a part of <br />thc preliminary plat review. <br /> <br />Associate l'lanner Geisler stated there are wetlands on the proposed plat that will need to be <br />delineated and encumbered with drainage and utility easements on the preliminary and final <br />plats. ,";be indicated the grading and drainage plan will have to be reviewed and approved by the <br />tx)wet Run River Water Management Organization. She stated the sketch plan indicates that <br />some wetland filling is proposed, and this also will have to be reviewed and approved by the <br />I~RR. WM(). <br /> <br />Associate Planner Geisler indicated the proposed lots will be served by a common septic system, <br />constructed to hook up to municipal sewer and water when and if they become available to the <br />property. She stated more detailed information on the common septic system will be required <br />during preliminary plat review. She indicated it should be noted that the City Council has <br />directect Staff' to initiate a Comprehensive Sewer and Water Study for the portion of the city north <br />of q'rott Brook. She stated this information is necessary to properly place sewer infrastructure <br />within thc proposed cluster developments currently before the City. She noted Staff expects the <br />study to bc complete within 6 months. <br /> <br />She indicated the sketch plan would gain access from 173ra Avenue. She added Staff is <br />recommending that future street connections be considered to the south and east. She stated Staff <br />has sent thc sketcl~ plan to Anoka County for review and comment. <br /> <br />Commissioner Van Scoy asked how the six month needed for completion of the study impacts <br />this development. <br /> <br />Associate Planner Geisler stated the City Council has before them four cluster developments <br />now. She indicated they feel they need to have this study done before they approve these cluster <br />developments, and the Ordinance has a clause that allows for additional information to be <br />requested.
