Councilmember Musgrove also asked the role of the Councilmember included in the negotiation <br />discussion. She used the example of how Councilmembers on the Public Works Committee are <br />voting members while those serving in liaison positions are not voting members. <br /> <br />City Administrator Ulrich replied that it would be similar to a liaison position. <br /> <br />Councilmember Musgrove commented that she would support that, and support Mayor Kuzma <br />being included but wanted to ensure it was a liaison role versus a deal maker position. <br /> <br />Mayor Kuzma commented that he sees it as more of watching to see both sides and ensure it is a <br />fair process. <br /> <br />Councilmember Riley commented that in the past the Council has not had any input in the process <br />until it comes back to the Council, therefore he sees this as an improvement to have a member at <br />the table and hear more of a behind the scenes viewpoint. <br /> <br />Administrative Services Director Lasher stated that she also views this as an improvement. She <br />noted that when she and City Administrator Ulrich sit at the negotiation table, she attempts to look <br />at both sides, but appreciates having a member of the Council present to provide a check and <br />balance and have another perspective. <br /> <br />Councilmember Musgrove referenced the comment that someone was previously available during <br />the day. She asked if the union representative employees are at the meetings during work time <br />and whether they are required to clock out. <br /> <br />Administrative Services Director Lasher replied that employees of the union having a union <br />meeting amongst the members does not occur during the workday. She stated that for purposes of <br />contract negotiations, that meeting takes place during the workday. <br /> <br />Councilmember Musgrove stated that she would have liked to know that there was a known <br />meeting prior to the previous decision to delay the case. <br /> <br />2.02: Discuss regarding Updating the Employee Telecommuting Policy <br /> <br />Administrative Services Director Lasher reviewed the staff report. <br /> <br />Councilmember Riley asked if this should be part of the union contract negotiation process. <br /> <br />Administrative Services Director Lasher commented that this is not a term or commitment of <br />employment and could be but does not have to be included in that discussion. <br /> <br />Deputy City Administrator Gladhill commented that Community Development has really <br />embraced the ability to work remotely, and it has increased efficiency and morale. He stated that <br />if this is going to be included in the union negotiations, he would suggest including a bridging of <br />the policy as there are employees that would like to continue to telecommute a portion of their <br />schedule. <br />City Council Special Work Session / June 15, 2021 <br />Page 2 of 10 <br /> <br />
