The Council confirmed consensus with allowing that. <br /> <br />2.03: Draft 2021 Strategic Plan <br /> <br />City Administrator Ulrich reviewed the staff report. <br /> <br />Deputy City Administrator Gladhill stated that the intent is not to repeat the workshop format but <br />address any questions or comments from the Council. <br /> <br />Mayor Kuzma commented that in terms of the pavement management program, the franchise fee <br />is in place and is working and there are outstanding contracts dependent on that system. <br /> <br />Councilmember Riley commented that there are nuances that some members of the Council may <br />not be aware of because they were not part of those discussions. He stated that perhaps providing <br />background on that would help those members of the Council that were not part of the previous <br />discussions. <br /> <br />City Administrator Ulrich stated that the Finance Director recommended the language “evaluate <br />current funding source of pavement management program and determine whether to evaluate a <br />different funding source”. He stated that there could be another worksession item added in the <br />future to further discuss the program, but it would need to be known as to what the focus of that <br />discussion would be, whether it would be the program itself or the funding. <br /> <br />Councilmember Howell asked if the best place to start would be with whether there is a consensus <br />to support the franchise fee method. She asked if the intent to educate on past discussions would <br />be to get to a point where there is not a consensus to eliminate franchise fees. <br /> <br />Mayor Kuzma commented that he did not believe the franchise fee could be eliminated without an <br />alternative funding plan in place because the City has outstanding obligations that rely on that <br />funding. He stated that if that is the direction the Council decides, a decision would need to be <br />made as to how the program would then be funded. <br /> <br />Councilmember Howell commented that the ordinances could be repealed, and staff could present <br />alternate funding options to the franchise fee. <br /> <br />City Administrator Ulrich stated that a reasonable approach could be to review alternative funding <br />options if that is the direction of the majority of the Council. He stated that the Council would not <br />come to the solution on that item tonight and would hope that more time and thought is put into <br />that discussion. <br /> <br />Mayor Kuzma commented that there are not a lot of options to consider. He stated that the <br />franchise fee could be used, the cost could be placed on the levy, the debt could be bonded, or the <br />roads could not be repaired. He stated that there would need to be serious cuts to spending and <br />staffing in order to not impact the tax rate if the roads are funded by another method. <br /> <br />City Council Special Work Session / June 15, 2021 <br />Page 6 of 10 <br /> <br />
