Voting No: None. <br /> <br />Councilmember Riley stated another benefit to the City is that all of this money comes back into <br />the tax system in 9 years, and the City will get its portion. <br /> <br />Council Business <br /> <br />Motion by Councilmember Riley, seconded by Councilmember Specht, to adopt Resolution #21- <br />241 Approving the Modification to the Development Program for Development District No. 1 and <br />Establishing Tax Increment Financing District No. 18: Oppidan Industrial Within Development <br />District No. 1 and Approving the Tax Increment Financing Plan Therefor; and Authorizing An <br />Interfund Loan and Resolution #21-242 Authorizing Execution of a Tax Increment Financing <br />(TIF) Agreement: Oppidan Incorporated, Case of Ramsey Industrial Owner LLC and Oppidan <br />Incorporated. <br /> <br />Further discussion: Councilmember Musgrove asked whether the City wants to establish this <br />district and loan plan because it cannot be done within the larger development. Mr. Aarsvold <br />stated the development district is a planning area that does not collect tax increments. He added <br />TIF districts can be created within the development district, where the pooling funds can be spent. <br />He noted there are no overlapping TIF districts on this proposal. Councilmember Musgrove asked <br />whether the 10% administrative fee comes out of the 40% increase. Mr. Aarsvold confirmed that <br />the 10% comes out of what the City keeps. He added State statute allows cities to spend up to <br />10% for administrative costs. <br /> <br />Motion carried.
