September 11, 2021 <br />Page 9 <br />Report Structure <br />The Northwest Metro Mississippi River Crossing Feasibility Analysis technical report is organized in <br />nine sections: <br />• Section I: Introduction. Provides background on the study's purpose and goals. <br />• Section II: Context Analysis. Defines the study area and describes northwest metro land use <br />and transportation systems. This section also summarizes results of relevant plans and studies. <br />• Section III: Origin -Destination Analysis. Describes how people and communities use <br />existing river crossings on Highway 101, Highway 169, and Highway 610. <br />• Section IV: Congestion Analysis. Evaluates the extent, intensity, duration, and causes of <br />congestion on highways in the northwest metro. <br />• Section V: Concept Development. Describes the process used to identify improvements and <br />develop concepts to address current and future mobility challenges. Introduces four concepts as <br />the basis for traffic, benefit -cost, and operational analysis. <br />• Section VI: Traffic Forecasts & Analysis. Forecasts year 2040 traffic volumes and patterns <br />under no -build and build scenarios and evaluates concept impact on year 2040 no -build <br />congestion. This section also evaluates the sensitivity of year 2040 congestion and concept <br />effectiveness with respect to telecommuting assumptions. <br />• Section VII: Benefit Cost Analysis. Evaluates the cost effectiveness of improvement concepts <br />developed for this analysis by comparing their present value of benefits to present value of costs. <br />• Section VIII: Operational Analysis. Evaluates operational benefits and disbenefits of <br />improvement concepts at four study area locations. This section also evaluates the sensitivity of <br />intersection delay and concept effectiveness with respect to telecommuting assumptions. <br />• Section IX: Conclusions and Next Steps.
