September 11, 2021 <br />Page 26 <br />Regional Congestion <br />A typical workday sees some form of congestion on portions of basically all the state highways in <br />the Northwest Metro study area. Figure 12 and Figure 13 map this congestion and its causes. There <br />is heavy AM and PM congestion in both directions on Highway 169 north of the Mississippi River. <br />This congestion extends south of the river for northbound traffic in the afternoon. There is also <br />heavy AM and PM congestion in both directions on Highway 101 north of the Highway 101/1-94 <br />interchange. In the afternoon, Highway 101 NB is congested north of I-94 and around the Highway <br />10/101/169 interchange. <br />Highway 610 is congested at different locations at different times of day. In the AM peak, Highway <br />610 WB is congested east of the Highway 169/610 interchange and west of the Highway 10/610 <br />interchange. In the PM peak, Highway 610 EB is congested east of the Highway 169/610 <br />interchange. Congestion on I-94 and Highway 10 is driven by commute patterns into and out of the <br />metro core. There is AM peak hour congestion on I-94 EB and PM peak congestion on I-94 WB <br />near the I-94/Highway 610 interchange.
