Boulevard - shall mean that portion of the street or highway between the <br />roadway and private property. <br /> <br />City - shall mean the City of Ramsey, Anoka County, Minnesota. <br /> <br />Council - shall mean the City Council of the City of Ramsey. <br /> <br /> Designated Non-Use Area - shall mean that area south of a straight line <br />running from east to west at the 16700 block, starting at the Rum River on the east and <br />running to the City of Elk River border on the west. Within the Non-Use Area, access to <br />l';Imcrest Park and Central Park will be made and restricted to loading and unloading of <br />snowmobiles and ATV's in the parking lots only. A designated route from the parking lot <br />will be clearly posted to allow access to 167th Ave from Elmcrest Park. A designated <br />mute from the parking lot of Central Park will be clearly posted to allow access to <br />Armstrong B lvd for direct northbound travel to the Designated Use Area. <br /> <br /> Designated Use Area - shall mean the area north of a straight line <br />running fi'om east to west at the 16700 block, starting at the Rum River on the east and <br />running to the City of Elk River border on the west. <br /> <br /> Mini-Bikes - shall mean small, two wheeled motorized devices designed <br />for olaf~road operation. Mini-bikes may include miniature motorcycles and do not qualify <br />as a moped, motorcycle or an ATV. <br /> <br /> Go-Carts - shall mean a low, four-wheeled motorized device with an <br />open or closed frame designed and used for off-road operation. <br /> <br /> Off-highway Motorcycle (OHM) - shall mean vehicles traveling on two <br />wheels with a seat to be straddled by the operator with handlebars for steering control. <br />Ot IM's may include some "dirt bikes". <br /> <br /> Operate - shall mean to ride in or on, and control the operation of a <br />Recreational Vehicle. <br /> <br /> Operator - shall mean every person who operates, or is in actual physical <br />control of a Recreational Vehicle. <br /> <br /> Person - shall mean an individual, partnership, corporation, the State and <br />its agencies and subdivisions, and any body of persons, whether incorporated or not. <br /> <br /> Public Property - shall mean property that may be used by the public, <br />subject to reasonable regulation by a governmental body. Such property includes City <br />parks, City parking lots and public school parking lots and grounds. <br /> <br /> <br />
