Regular Planning Commission 5. 3. <br />Meeting Date: 10/28/2021 <br />By: Brian McCann, Community <br />Development <br />Information <br />Title: <br />Consider Allowing Accessory Dwelling Units on Single -Family Residential Properties <br />Purpose/Background: <br />Planning Staff has outlined ways to allow attached, and detached, Accessory Dwelling Units (commonly known as <br />ADUs) in the City of Ramsey for single-family residential properties only, at the request of the Planning <br />Commission during their regular meeting on July 22, 2021. <br />Notification: <br />Notification is not required at this time. A notice will be published in the Anoka County UnionHerald when the <br />Ordinance is formally introduced to the City Council. <br />Observations/Alternatives: <br />Summary: <br />During the regular meeting of the Planning Commission on July 22, 2021, Planning Staff have researched, <br />discussed, and created a general outline of what the ADU Ordinance will include for regulations. Based on cities <br />that have allowed Accessory Dwelling Units (ADUs), the standards presented meet most cities' generic <br />qualifications. A draft ordinance is being presented to the Planning Commission and City Staff are requesting <br />recommendation from the Planning Commission to adopt Ordinance #21-18. <br />Planning Commission Meetings <br />At the request of the Planning Commission, City Staff have thoroughly researched and included additional <br />information regarding minimum lot size requirements in researched cities, cities that do not have ADU ordinances, <br />and resources for more information on ADU's. The proposed ordinance reflects all inclusions requested by the <br />Planning Commission: <br />• Modelled after Dayton's ADU ordinance <br />• No minimum lot size for attached, but minimum lot width <br />• Minimum lot size of 2.5 acres for detached ADU's <br />• No options for Interim Use Permits <br />Alternatives: <br />Alternative 1: Recommend City Council introduce and adopt Ordinance #21-11 to Allow Accessory Dwelling <br />Units on Properties in the R-1 District. Staff recommends this alternative. <br />Alternative 2: Recommend City Council do not introduce or adopt Ordinance #21-11 to Allow Accessory Dwelling <br />Units on Properties in the R-1 District. Staff does not recommend this alternative. <br />Funding Source: <br />This case is being handled as part of Staffs regular duties. <br />Recommendation: <br />Staff recommends the Planning Commission recommend adoption of Ordinance 21-18 to the City Council to allow <br />ADU's on single-family properties. <br />
