CC Regular Session 7, 6, <br />Meeting Date: 09/14/2021 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title: <br />Introduce Ordinance #21-19 Rezoning Portions of the Property Located West and South of 15050 Armstrong Blvd <br />from R-3 Residential (High Density) to R-2 Residential (Medium Density) related to Lynwood Subdivision (Project <br />No. 21-122); Case of Lennar <br />Purpose/Background: <br />As the City Council is aware, Lennar (the "Applicant") has submitted an application for a proposed subdivision of <br />the property situated west and south of 15050 Armstrong Boulevard (Fire Station #1) and legally identified as PID <br />#20-32-25-44-0003 (the "Subject Property"). The proposed project includes a combination of single family homes <br />and attached townhomes. The City Council previously approved a Comprehensive Plan Amendment (CPA) to <br />re -guide the Subject Property from High Density Residential (HDR) to Medium Density Residential (MDR), <br />contingent upon approval by the Metropolitan Council. The purpose of this case is to introduce an ordinance to <br />rezone a portion of the Subject Property from R-3 Residential (High Density) to R-2 Residential (Medium Density). <br />Notification: <br />The City attempted to notify Property Owners, as reflected in the Anoka County Property Records, within 700 feet <br />of the Subject Property, of the Public Hearing held by the Planning Commission on August 26, 2021. The Public <br />Hearing notice was also posted in the City's Official Newspaper, the Anoka County UnionHerald. <br />Time Frame/Observations/Alternatives: <br />Summary of Request <br />Approximately six (6) acres in the northwest corner of the Subject Property are zoned R-1 (MUSA) - 80, with the <br />remainder (approximately 28 acres) zoned R-3 Residential (High Density). The Applicant has requested a Zoning <br />Amendment to rezone the 28 acres from R-3 Residential (High Density) to R-2 Residential (Medium Density). This <br />would reduce the density range from 8-15 units per acre (R-3 Residential) to 4-7 units per acre (R-2 Residential), <br />which is consistent with their overall proposed density of approximately 5 units per acre. <br />The Applicant had originally proposed 65-foot wide single family lots in the northwest comer of the Subject <br />Property. However, after receiving feedback from the City Council (during the consideration of Applicant's <br />requested Comprehensive Plan Amendment), the Applicant has amended the plans to be in unison with the current <br />zoning designation (proposing 80 foot wide lots). Both the Planning Commission and City Council felt this <br />provided a better transition to the existing residential neighborhood to the north and west of the Subject Property. <br />The proposed Zoning Amendment retains the R-1 Residential (MUSA) - 80 designation adjacent to the existing <br />rural neighborhood, but does reconfigure the boundary slightly to better match the proposed lot configuration. <br />Alternatives <br />Alternative #1: Adopt Ordinance #21-19 to rezone portions of the Subject Property from R-3 Residential (High <br />Density) to R-2 Residential (Medium Density). This is consistent with the Planning Commission's recommendation <br />as well as the City Council's previous action to approve a Comprehensive Plan Amendment to re -guide the Subject <br />Property as Medium Density Residential. Staff supports this alternative. <br />Alternative #2: Do not adopt Ordinance #21-19. This would be inconsistent with the City Council's previous action <br />
