<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-266 <br /> <br />RESOLUTION AUTHORIZING PARTIAL PAYMENT NO. 1 TO NORTH VALLEY, <br />INC., FOR IMPROVEMENT PROJECT #21-02, TIGER STREET RECONSTRUCTION <br /> <br /> WHEREAS, the City of Ramsey proposes to reconstruct Tiger Street between <br />rd <br />Armstrong Boulevard and 173 Avenue in 2021 as identified in the 2021-2030 Capital <br />Improvement Program; and <br /> <br /> WHEREAS, pursuant to Ramsey City Council resolution #20-259, adopted November 10, 2020, <br />the City Council accepted the quotes of Bolton & Menk, Inc. to provide topographic survey services, <br />and Chosen Valley Testing for the geotechnical evaluation services required to design and <br />prepare plans and specifications for said improvements; and <br /> <br /> WHEREAS, City Staff has received the topographic survey and geotechnical evaluations <br />and has the capacity to prepare plans and specifications for improvement project #21-02, Tiger <br />Street Reconstruction; and <br /> <br /> WHEREAS, pursuant to Ramsey City Council resolution #21-009, adopted January 12, <br />2021, the City Engineer has prepared plans and specifications for the purpose of advertising for <br />bids for the same improvements; and <br /> <br /> WHEREAS, pursuant to Ramsey City Council resolution #21-085, adopted April 13, <br />2021, the City Council approved final plans and specifications as prepared by the City Engineer <br />and authorized advertisement for bids for said improvements; and <br /> <br /> WHEREAS, The City Administrator is hereby authorized to execute the proposal from <br />Bolton & Menk, Inc. to provide construction staking services for said improvements in a total <br />not-to-exceed amount of $4,680 for the project; and <br /> <br /> WHEREAS, pursuant to Ramsey City Council resolution #21-139, adopted May 25, <br />2021, for the bid of North Valley, Inc., of Nowthen, Minnesota, in the amount of $224,552.19, <br />for the construction of said improvements was accepted; the Mayor and City Administrator were <br />authorized and directed to enter into a contract with said bidder for the construction of said <br />improvements for and on behalf of the City of Ramsey; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #21-246 adopted Change Order No.1 <br />in the amount of $50,638.69 allowing the removal of 1,093 cubic yards of unsuitable materials <br />from the road core which were discovered during construction and placement of 1,093 cubic <br />yards of select granular material. The quantities of which were significantly greater than the <br />approved plans and specifications accounted for; and <br /> <br /> WHEREAS, as of September 28, 2021 $0.00 has been paid to date; and <br /> <br /> <br />
