need to come through this site from the South. This property will then serve adjacent properties, such as <br />North Brook Meadows. The City can require utility connections when land subdivides at urban scales (e.g. <br />quarter acre lots). The City cannot force a private property owner to connect to City utilities, even if <br />they are put in the road in front of their home. This right is protected in the City Charter. <br />• Sidewalks and Trails: The City requires a sidewalk on one side of each public street. Additionally, the City <br />will require a trail along 173rd. Additionally, there will need to be a pedestrian crossing on 173rd. <br />• Roads:173rd will need to be upgraded to a full public road as part of this project. The Applicant is working <br />with the Applicant to the north coordinating on this item. It is likely that there will be a cost -share agreement <br />outlined as part of road project, which will be discussed with the Applicants and City Council at a future <br />date. This road must be upgraded as part of this project, in order to properly serve the new residents. <br />• Lot Sizes and Alignments: All of the proposed lots are 80 foot wide lots. <br />EAW <br />Based on the scale of the project, Minnesota Statutes require that this project complete an EAW. The <br />Environmental Analysis Worksheet was approved for distribution by the City Council with a one month public <br />comment period, which ended on October 28, 2021. A contingency is included in the attached resolution indicating <br />that all comments must be addressed from the EAW. The majority of comments were advisory or standard <br />comments. <br />The EAW is available for review at: http://www.ci.ramsey.mn.us/748/Trott-Brook-Crossing <br />The EAW also includes the traffic study, which has also been attached for reference. <br />Note, Council Member Howell and Musgrove have requested consideration of an additional traffic study to verify <br />previous study results. Previous verification included the City hiring two different consultants (WSB and Bolton & <br />Menk) to review the traffic study from the EAW. Anoka County is also reviewing the plan and have not yet <br />submitted formal plan review comments, that will include the proposed requirement for improvements to Nowthen <br />Boulevard/CSAH 5. The City's infrastructure study, which was jointly funded by the City (1/3 cost) also discusses <br />and evaluates traffic. Currently, their are two separate traffic studies, one from the EAW and one from Bolton and <br />Menk. A Draft resolution is attached if an additional study is deemed necessary. <br />Comprehensive Plan and Rezoning (SW parcel) <br />The southwestern most lot in the project area is currently zoned R-1 Rural Developing and guided for Rural <br />Residential in the City's comprehensive plan. That specific property is just under 30 acres and is significantly <br />encumbered by wetland. As part of this project, the Applicant has requested to rezone and re -guide this area to Low <br />Density Residential and rezone it to R-1 MUSA 80, allowing for 7 lots to exist or encroach onto this property area. <br />Parks <br />The Application includes dedication of park land and historic barn buildings in the northeast corner of the site. The <br />City is excited at the opportunity to bring a larger public park to this area through the dedication of land and <br />buildings, as well as the ability to protect the historic buildings and pay homage to the history of the property. The <br />Applicant is proposing to dedicate 10.8 acres of fully buildable land, and 4.3 acres of land underneath an electric <br />transmission line for the park. Land under the electric transmissions lines will likely be used for parking, while the <br />remainder of the land shall be used for other park amenities. The historic buildings will remain on the property. <br />Planning Commission <br />The Planning Commission voted to recommend the City Council approve the project. The Planning Commission <br />also directed Staff to work with Anoka County to see if there are any options for improvements, specifically a <br />roundabout, at the intersection of 175th Ave NW and Nowthen Blvd. Staff is working <br />Platting Process <br />1.
