CC Regular Session 7, 3, <br />Meeting Date: 11/09/2021 <br />By: Brian McCann, Community <br />Development <br />Information <br />Title: <br />Adopt Resolution #21-314 to Approve a Private Kennel License for the Property Located at 6620 153rd Ct NW <br />(Project 21-143); Case of Roger Vargas <br />Purpose/Background: <br />Ramsey City Code Chapter 10 (Animals) Article III (Dogs) states that a Private Kennel License shall be required <br />for a dog owner to maintain four (4) or more dogs on a residential parcel. The City received an application from <br />Roger Vargas (the "Applicant" and "Property Owner") to maintain five (5) dogs on the property located at 6620 <br />153rd Ct NW (the "Subject Property"). The Applicant currently owns and maintain five (5) dogs on the Subject <br />Property and was discovered through the code enforcement program. They have since complied with City Staff and <br />applied for a Private Kennel License. <br />Notification: <br />A notice of public comment period was mailed to property owners within 350 feet of the Subject Property. <br />Time Frame/Observations/Alternatives: <br />Summary <br />The Subject Property is roughly 0.27 acres in size and is zoned R-1 Residential (MUSA). The surrounding <br />properties are all approximately the same size as the Subject Property and are also zoned R-1 Residential (MUSA). <br />The corners of the Subject Property are fairly screened with vegetation and the side yards are enclosed with a four <br />(4') foot chain -link fence, and the rear is enclosed with a six (6') foot wood privacy fence. <br />The five (5) dogs owned and maintained by the Applicant include four (4) Pug/Boston Terrier mixes (small breed, <br />less than 20 pounds each) and one (1) Chihuahua/Poodle mix (medium breed, approximately 60 pounds). The dogs <br />are generally indoor dogs that are let outside to go to the bathroom and for exercise purposes. <br />As previously noted, there is a fence that encloses the rear property consisting of four (4') chain -link on the sides, <br />and six (6') wood privacy on the rear. Staff also attempted to notify surrounding property owners up to 350 feet of <br />this request. At the time of writing this case, the City has not received any comments back. <br />Current Dog Information <br />Bella — Pug/Boston Terrier Mix <br />Bruno — Pug/Boston Terrier Mix <br />Max — Pug/Boston Terrier Mix <br />Maya — Pug/Boston Terrier Mix <br />Snow — Chihuahua/Poodle Mix <br />Alternatives <br />Alternative #1: Adopt Resolution #21-314 Granting a Private Kennel License to specifically maintain the five (5) <br />dogs indicated on the application. Staff supports this alternative. <br />Alternative #2: Deny the Private Kennel License. This action would require the Applicant to maintain no more than <br />three (3) dogs one the Subject Property. Staff does not recommend this alternative. <br />
