CC Regular Session <br />Meeting Date: 11/09/2021 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Introduce Ordinance #21-24: 2022 Schedule of Rates, Fees and Charges <br />7.4. <br />Purpose/Background: <br />The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such <br />items as building construction, business licenses, utility rates and planning and zoning. <br />The proposed changes to the 2021 schedule were presented at the October 26 worksession. The Building Official <br />presented the proposed changes to the building permit fee schedule to reflect a valuation and fee table that other <br />cities are currently following. The Parks & Assistant Public Works Director presented a change in park facility <br />rentals to Youth/501C3 Groups to reflect an hourly rental rate instead of a per day charge and an increase in <br />hourly room rates fo residents and non-residents. These changes are noted with the attached schedule. The only <br />recommended change the City Council requested at the worksession was to reduce the Mobile Home Tie Down <br />fee from $105.00 to $75.00. This has been amended. <br />A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right column of the <br />schedule. The majority of the changes from 2021 to 2022 are reflected in the Building Construction section of the <br />schedule and the utility section related to water and sewer rates as reflected in the City's 2017 Comprehensive <br />Sewer and Water Studies. A comparison of the rates that the city bills (City bills for utility billing quarterly) for <br />water, sewer and storm drainage is attached to show that out of 27 cities compared, Ramsey ranks 7th lowest for <br />water rates, 5th lowest for sewer rates and loth lowest for storm drainage. <br />Notification: <br />The Schedule of Rates, Fees and Charges are adopted annually by ordinance. A public hearing on the ordinance is <br />normally held in November to allow the thirty -day waiting period and have the rates become effective January 1, <br />2022. <br />Time Frame/Observations/Alternatives: <br />1. Accept the rates as proposed. <br />2. Hold all rates constant with 2021 rates. <br />3. Recommend changes that arise from input at public hearing. <br />Recommendation: <br />Staffs recommendation is to Introduce Ordinance #21-24: 2022 Schedule of Rates, Fees and Charges. <br />Outcome/Action: <br />Introduce Ordinance #21-24: 2022 Schedule of Rates, Fees and Charges. <br />
