a. Application. The application for a license zoning permit shall contain the <br />following information; name, address, and telephone number of applicant; the <br />address of the location, and a sketch plan of the premises where the bee hives will <br />be maintained include how the owner will demonstrate compliance with the <br />standards of this section. <br />b. Processing application. The application must be filed with the zoning <br />administrator together with the permit fee_ 30 days prior to a city council meeting. <br />Following an inspection of the premises proposed to be licensed, the zoning <br />administrator shall make a recommendation to the city council to approve or deny <br />the application. The city council shall hold a public hearing and make the final <br />decision on the application. <br />c. Term and transfer. The license zoning permit shall be valid without renewal <br />provided that the applicant complies with the terms of the license zoning permit. <br />License Zoning permits under this chapter may not be transferred from person to <br />person or from place to place. <br />d. Revocation. The council may revoke any license issued under this article upon <br />adequate notice and a hearing before the council, if requested, on the following <br />grounds: any violation of this Code; material misstatement or misrepresentation in <br />application for license permit or renewal thereof; failure to keep the licensee's <br />permittee's premises in an orderly, aesthetically pleasing manner as prescribed by <br />the council and/or its designated representative; failure to comply with the terms of <br />the license permit. <br />(g) Miscellaneous maintenance standards. <br />(1) Chickens and ducks must be contained in an enclosure and said enclosure must be <br />designed in accordance with City Code chapter 117, article II (Zoning) and MN State <br />Building Code. The enclosure shall be counted as an accessory building when calculating <br />total number of permitted accessory buildings on a property. The enclosure and <br />surrounding grounds shall be maintained in a clean and sanitary condition and in good <br />repair. Flies, rodents, and noxious odors shall be controlled. <br />Article III (Dogs) shall be amended to include the following: <br />ARTICLE III.- DOGS AND CATS <br />Sec. 10-52.
