Absent: Councilmember Jeffrey. <br /> <br />Case #14: Recreational Vehicles <br /> <br />Police Chief Way stated at the July 26, 2005 City Council meeting the Council reviewed and <br />introduced a proposed ordinance containing revisions to City Code Section 6.04 "Snowmobiles". <br />The current ordinance regulates the use of snowmobiles on public and private property in the <br />City ol' Ramsey. Revisions to this ordinance would include the use of all-terrain vehicles, off- <br />highway motorcycles, mini bikes, and go-carts, in addition to snowmobiles within the City. He <br />explained the ordinance will amend the title of Section 6.04 "Snowmobiles" to "Recreational <br />Vehicles" roi' the inclusion of these vehicles. A non-use area for recreational vehicles is being <br />designated south of 167th Avenue. However, recreational vehicles will be allowed to operate in <br />the ditch area of Armstrong Boulevard from Central Park to the north. The revision also allows <br />for the loading and unloading of recreational vehicles in the City's Elmcrest and Central Parks. <br />He advised staff is recommending a change to the proposed ordinance, in Section 6.04.07 "Test <br />Driving" This would allow test drives in the clearly posted ditch area. The drivers would be <br />required to wear a helmet with a clearly visible orange stripe. <br /> <br />Councihnember Pearson asked if warnings are given or if violators are tagged with the first <br />offense. <br /> <br />Police Chief Way replied the City has a warning policy. This information is made available to <br />the public; it will be included in the Ramsey Resident and on the City's website. The estimated cost of this work is $250,000 of which $200,000 <br />is being provided by a federal appropriations grant to the City. The remaining $50,000 will be <br />shared equally by the City and Anoka County.
