<br />Public event means any event that is authorized by the city, whether funded in part, total or not at all by the
<br />city.
<br />Public sewer means municipal sanitary sewerage facilities connected to an interceptor sewer or sewage
<br />treatment facility provided by the Metropolitan Waste Control Commission.
<br />Public tree means all trees now, or hereafter, growing along any street, in any park, or any other public place.
<br />Public use heliport means unrestricted and open to the public.
<br />Public uses means uses owned or operated by municipal, school districts, county, state or other
<br />governmental units.
<br />Public waters means any waters as defined in Minn. Stats. § 103G.005, subds. 15 and 15a.
<br />Raising means the removal of lower branches or the removal of smaller branches from larger branches to
<br />increase the clearance height of the limbs over streets, alleys, or buildings.
<br />Rapidly are soils having percolation of less than 30 minutes per inch.
<br />Reach means a hydraulic engineering term to describe a longitudinal segment of a stream or river influenced
<br />by a natural or manmade obstruction. In an urban area, the segment of a stream or river between two consecutive
<br />bridge crossings would most typically constitute a reach.
<br />Recreation field or building means an area of land, water, or any building in which amusement, recreation or
<br />athletic sports are provided for public or semi-public use, whether temporary or permanent, except a theater,
<br />whether provision is made for the accommodation of an assembly or not. A golf course, arena, baseball park,
<br />stadium, circus or gymnasium is a recreation field or building for the purpose of this Code.
<br />Recreational vehicle means a vehicle that is built on a single chassis, is 400 square feet or less when
<br />measured at the largest horizontal projection, is designed to be self-propelled or permanently towable by a light
<br />duty truck, and is designed primarily not for use as a permanent dwelling but as a temporary living quarters for
<br />recreational, camping, travel, or seasonal use. For the purposes of subdivision III (floodplain overlay districts), the
<br />term recreational vehicle is synonymous with the term 'travel trailer/travel vehicle'.
<br />Regional flood means a flood which is representative of large floods known to have occurred generally in
<br />Minnesota and reasonably characteristic of what can be expected to occur on an average frequency in the
<br />magnitude of the 100-year recurrence interval. The term "regional flood" is synonymous with the term "base
<br />flood" used in the Flood Insurance Study.
<br />Regulatory flood protection elevation means an elevation no lower than one foot above the elevation of the
<br />regional flood plus any increases in flood elevation caused by encroachments on the floodplain that result from
<br />designation of a floodway.
<br />Release means any spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping,
<br />leaching, dumping, or disposing into groundwater, subsurface soils, surface soils, the municipal separate storm
<br />sewer system (MS4) or the waters of the state.
<br />Replacement planting means the replacement of trees and landscape materials into the minimum required
<br />landscape areas, as determined by the zoning ordinance, conditions of zoning approval, or the provisions of this
<br />chapter.
<br />Required public improvements means those improvements in any proposed subdivision, including streets,
<br />water and sewer systems and stormwater drainage systems, which are required in connection with the approval of
<br />any plat or other subdivision.
<br />Residential planned unit development means a use where the nature of residency is non-transient and the
<br />major or primary focus of the development is not service-oriented. For example, residential apartments,
<br />manufactured home parks, time-share condominiums, townhouses, cooperatives, and full fee ownership
