Painted medians can never be considered a refuge for a crossing pedestrian. Similarly, a 4 foot wide raised median next to a left turn lane can only be considered a refuge for pedestrians <br />if the left (timing volume is less than 20 vehicles per hour (meaning That In most cases the left tum lane is not occupied while the pedestrian is crossing). <br />2.
