Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-330 <br />RESOLUTION APPROVING EMERGENCY RESPONSE PLAN FOR AMERICA'S <br />WATER INFRASTRUCTURE ACT OF 2018 <br />WHEREAS, Congress adopted the America's Water Infrastructure Act in 2018 to require <br />public water systems to develop or update risk assessments and emergency response plans, and ; <br />WHEREAS, The City of Ramsey is public water system covered by the act, and; <br />WHEREAS, Engineering staff brought a proposal to the November 17, 2020 Public Works <br />Committee to accept a proposal from a consultant to prepare the risk and resiliency assessment. <br />The committee discussed the proposal and determined that staff time would still be required with <br />a consultant doing the work so the Committee voted to have staff complete the assessment, and; <br />WHEREAS, City Engineering Staff completed the Risk Assessment for the City of <br />Ramsey water system, and the plan was submitted to the Environmental Protection Agency of the <br />United States on or before June 30, 2021., and: <br />WHEREAS, the Emergency Response Plan is to be completed within 6 months after <br />submittal of the risk assessment, and: <br />WHEREAS, the City Engineering Staff has completed the Emergency Response Plan <br />for the City of Ramsey water system, and the plan is to be submitted to the Environmental <br />Protection Agency of the United States on or before December 31, 2021. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />Ramsey, MINNESOTA AS FOLLOWS: <br />1) City staff has completed the emergency response plan for the City water system and has <br />presented it to City Council for review. <br />The Ramsey City Council authorizes the City Engineering Staff to submit the emergency <br />response plan for the City water system to the Environmental Protection Agency of the <br />United States on December 31, 2021. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />
