information. On August 3, 2005, staff met with the Metropolitan Council to talk again about
sewer capacity. Staff' is expecting a letter from the Metropolitan Council that will guarantee
scwer capacity to thc City of Ramsev fi'om "border to border" at some point in the future.

Assistant Public Works Director Olson advised in order to install the sanitary sewer
in fi'astructurc within the cluster developments the system must be designed so that they know the
correct clevations':to install thc pipes and lift stations. Staff received a proposal from Bolton &
Menk to complete this update for a cost not to exceed $18,000. This would be financed from the
Sewer Fm~d. Staff' has inl:brmed the individuals that have requested cluster developments that
they can proceed with development if they are willing to finance the study. These individuals
have voluntarily pulled their applications until this study is completed, and it is important to
proceed with tile study.

Councihncmber Olson questioned if this study would be an update to the existing sewer plan.

Assistant Public Works Director Olson responded in the affirmative. He explained the City sent
the Metropolitan Council the updated comprehensive sewer plan in 2004. The Metropolitan
Council has said they do not necessarily want to complete a formal review until the City
complctcs thc 2008 sewer plan. The Metropolitan Council will be informed about this study in
the form of a letter.

Councihncmbcr Olson asked if the City paid for the initial feasibility study.

Assistant Public Works Director Olson replied that the feasibility study was financed by the
petitioner for thc northwest sexver. The comprehensive sewer plan, which included everything
south of 'frottbrook, was financed by the City at a cost of about $30,000. This study would
include everything north of Trottbrook.

Councilmembcr Elvig noted tile petitioner paid for the feasibility study on the northwest leg.
~l'he northeast leg ,,vas generated by petition and given to the EDA, and the EDA came forward
with that study. IIc asked if thc northeast leg would be financed through the EDA.

Assistant Public Works Director Olson responded in the negative. He indicated there was a
unanimous decision by the Council to finance the study out of the enterprise budget.

Councilmembcr Elvig questioned il' this study would be twofold; one to provide a tool to the
Metropolitan Council to review and secondly to understand the clustering development
placement fcasibilities.

Assistant Public Works Director Olson responded in the affirmative. He explained it needs to be
determined which direction pipes x~ill go and how deep they will be. The original sewer plan
adopted by tile Council was very conceptual in nature, but there is a good idea of the collection
locations.

Chairperson Strommen questioned if' a feasibility study would be required if and when the City
were to get to tile point where sewer is extending north of Trottbrook.

Finance Committee / August 9, 2005
