Councilmember Musgrove also thanked Finance Director Lund for her work on this and asked if <br />the 25% comes from before the franchise fee when the City paid 75% and the resident paid 25% <br />of the assessment. <br /> <br />Finance Director Lund replied yes, the resident paid the 25% assessment. <br /> <br />Councilmember Musgrove commented that makes sense because the City is trying to cover the <br />25% because the City had already covered 75% of the assessment from City funding sources. <br /> <br />Finance Director Lund stated she will draft a resolution for consideration on November 23, 2021. <br /> <br />The consensus of the Council was to move ahead with the rebate. <br /> <br />2.05: Discussion and Update of 2022 Budget/ Levy <br /> <br />Finance Director Diana Lund reviewed the staff report. She highlighted the personnel requests <br />even though they don’t affect the tax levy to get direction for the upcoming items in 2022 from the <br />Staff. She asked for direction on the capital equipment requests, membership subscriptions, and <br />the budget for final adoption. <br /> <br />Finance Director Lund stated that IT Manager Jason Frederickson requested to purchase the <br />copiers all together to make purchasing easier. <br /> <br />Councilmember Riley referenced the 4x4 hybrid car that is still on the list and stated he would <br />prefer that to be a traditional vehicle. <br /> <br />Finance Director Lund replied that was an error that it had been changed to a new Ford Explorer <br />for $32,000 on the CIP sheet. She stated there should be a total of $633,800 in capital equipment <br />requests. <br /> <br />Councilmember Musgrove referenced some questions she had sent in which had to do with <br />minimizing items with trade-ins. She sees some of them listed with a trade in value but not all of <br />them. <br /> <br />Finance Director Lund replied the trade in amounts that are listed are from requests for capital <br />equipment requests. She explained when things are traded in, the trade in amount would go back <br />into the same funds. <br /> <br />Councilmember Musgrove asked about the balance for the capital equipment fund for 2021. <br /> <br />Finance Director Lund replied the balance for the equipment fund for the end of 2022, using the <br />capital purchases, will be $21,000. <br /> <br />Councilmember Musgrove referenced the copiers. She stated that she would like to see one or <br />two, which still have about three years out of ten years left. She said IT Manager Frederickson <br />had mentioned getting the same model which would be good for maintenance but if they got four <br />City Council Work Session / November 9, 2021 <br />Page 6 of 12 <br /> <br />
