CA# L.~ <br /> <br />2005-2006 SAFE AND SOBER AGREEMENT WITH STATE OF MINNESOTA <br /> By: Captain Timothy Dwyer <br /> <br />Background: <br /> <br />The police department has participated in the State of Minnesota "Safe and Sober" <br />Campaign and Federal "Operation Night Cap" Program over the past several years. <br />Grant money is once again available to local agencies to conduct education and <br />enforcement in the areas of drunk driving, seatbelt, and speeding. Anoka County has <br />had active participating in previous Safe and Sober Campaigns. The 2005-2006 grant <br />operation will commence October 1, 2005 and will run through September 30, 2006. In <br />2003-2004 Safe and Sober Wave, Ramsay PD put in 94 hrs, stopping 198 vehicles, <br />issuing 62 warnings, 75 Citations, and 2 DWI arrests. Ramsay could not take part in the <br />2005 State Safe and Sober Campaign due to grant regulations, but did participate in the <br />Federal "Operation Night Cap" Campaign which netted 75 warnings, 123 citations, and <br />12 DWI arrests. The police administration feels these grant opportunities are a great <br />way to increase our traffic enforcement efforts with little impact on the overall budget. <br />The State of Minnesota needs a resolution from the City Council authorizing the <br />execution of the 2005-2006 agreement. All officer overtime expenses will be covered <br />under this grant. <br /> <br />Recommendation: <br /> <br />Staff recommends the police department participate in the 2005-2006 Safe and Sober <br />Communities project. Staff therefore requests the adoption of Resolution #05-08-XXXX <br />authorizing the execution of the required Safe and Sober agreement with the State of <br />Minnesota. <br /> <br />Council Action: <br /> <br />Motion by City Council to adopt Resolution # 05-08-XXXX, authorizing the execution of <br />the agreement with the State of Minnesota Department of Public Safety for the 2005- <br />2006 participation in the project entitled "Safe and Sober Communities" <br /> <br />Reviewed by: <br /> <br />Chief Jim Way <br />City Administrator Jim Norman <br /> <br /> <br />
