That Section 9.20.11 (R-1 Residential District) specifies that commercial dog kennels are <br />perm itted with a conditional use permit. <br /> <br />1'hat the Applicant offers obedience and hunting training for dogs and would like to offer on- <br />site training for up to four (4) dogs that are not owned by the Applicant or property owners of <br />the Subject Property. <br /> <br />8. That William and Susan Stevenson, the fee title owners of the Subject Property, have two <br /> small dogs that permanently reside on the Subject Property. <br /> <br />That the Applicant has stated that veterinarian papers are required for all dogs entered in <br />obedience training to verify that each dog is current with all vaccinations including rabies, <br />parw), distemper, and bordetella. <br /> <br />10. That the City has received no complaints regarding dogs at the Subject Property <br /> <br />11. That the Applicant has submitted a site plan that identifies an inside kennel where the dogs <br /> would be boarded most of the time as well as an outside kennel. <br /> <br />12. That the indoor kennel facility has cement walls that help soften any barking that may occur; <br /> however, the Applicant also has bark collars that can be utilized if barking becomes an issue. <br /> <br />l 3. That the entire yard is enclosed with a fence. <br /> <br />14. That individual dogs/would receive approximately a half hour of training each day which, if <br /> ii)ur (4) dogs were in training, would result in about two (2) hours of outdoor training per <br /> day. <br /> <br />l 5. That training would be completed by 6pm each evening. <br /> <br />16. That the one (1) month training program is conducted with the dog on-leash; however, if <br /> requested by a client, a second month of training is conducted off-leash, but an electric collar <br /> is utilized to ensure that the dog is under the control of the Permittee at all times. <br /> <br />l 7. That while part of the training program is for hunting dogs, no firearms are used and starter <br /> pistols and dummy launchers will not be used after 6pm or On weekends. <br /> <br />18. That the proposed use will not adversely impact traffic in the area. <br /> <br />!9. That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br /> residing or working in the vicinity of the use or to the public welfare. <br /> <br />20.
