Community Development Director <br />City of Ramsey <br />1.5153 Nowthen Boulevard NW <br />Ramsey, Minnesota 55303 <br /> <br />RE: Sketch Plan, Sweet Bay Ridge, Public Water Wetland No. 2-341W, City of Ramsey, Anoka County <br /> <br />Dear Ms. Frolik: <br /> <br />1 have reviewed the sketch plan for Sweet Bay Ridge (formerly the St. Anthony Gun Club) proposal and <br />have the following comments: <br /> <br />i. We appreciate the open space and preservation areas proposed. We recommend that there be <br />permanent wetland buffers along all wetland edges and that the buffers are marked with permanent <br />monuments. The larger the width of the buffer, the more effective the buffer will be. I recommend a <br />mini mum o l~ 20 feet. The wetlands on site are a prominent feature, visually and ecologically, and deserve <br />a good deal of protection. <br /> <br />'2. The opening in the alternative wetland crossing for Drive C is far better than the typical fill and culvert <br />crossing. It's not clear whether a DNR permit would be required for this crossing. If it is, we will be ' <br />looking to reduce the area of fill further. <br /> <br />3. The extension of Drive A eastward across public waters wetland No. 2-341W will be subject to public <br />waters permit rules. The City will need to sponsor the roadfill project and demonstrate a substantial <br />public need for the road, and show that there are no other feasible and practical alternatives that would <br />have less cnvironmental impact. <br /> <br />4. It is my experience that house sites with very little upland a~acent to the house, such as that ,n. umbered <br />44 on thc large drawing, at the end of the Drive B cul-de-sac, are troublesome, both for the original and <br />l'uture homeowners, and the regulatory agencies that will deal with recurring problems. I recommend <br />dropping that lot. Similarly, I'd recommend adjusting the position of Drive G, so no wetland fill is <br />needed. <br /> <br />Thank you fi)r the opportunity to comment.
