FC CASE <br /> <br /> CONSIDER PROPOSAL FOR T.H. 47 REALIGNMENT <br />By: Assistant Director of Public Works / Principal City Engineer Brian E. Olson <br /> <br />Backgrouud: <br /> <br />Recently, the City Council authorized Staff to begin negotiations with the Lord of Life <br />Ch urch to secure the land necessary for the eventual realignment of Trunk Highway 47 to <br />US lfigbway 10 via Dysprosium. As you may recall, the church was not interested in a <br />cash payment but rather land for land. <br /> <br />On July 29, 2005, City Staff met with representatives of the Lord of Life Church and <br />discussed the above mentioned realignment. There was concern that the church had spent <br />considerable time and moneys to produce a vision of the future development of their site. <br />This realignment would significantly impact their future master plan. <br /> <br />During thc discussion, it was proposed that the architect for the Church redesign and <br />update the Master Plan for their site to determine the amount of land that would be <br />necessary to satisfy their need for space to accomplish the intended uses on the site. Since <br />it would be at the request of the City of Ramsey, Staff felt that this update should be a <br />City expcnse. Attached to this case is a proposal from Vanman Architects & Builders, Inc <br />to accomplish this task at a cost of $12,500. <br /> <br />Also, there was considerable discussion about access to the Church and the geometrics <br />fha! would be necessary for the future vision of this highway system. This would <br />ultimately determine the amount of land that would be necessary for the realignment to <br />occur. This task was not included in the Vanman proposal and is attached as a proposal <br />by Bolton and Menk for a cost not to exceed $15,850. Staff also feels that this should be a <br />City expense. Staff proposes that this money would be funded through TI>' #1 which has <br />an adequate balance. <br /> <br />Recom~nendation: <br /> <br />Staff' recommends that the Finance Committee recommend to the City Council that Staff <br />be authorized to approve the proposals for Bolton and Menk for a cost not exceed <br />$15,850 and Vanman Architect and Builders for a cost of $12,500. <br /> <br /> <br />
