rezoning of the Subject Property from R*I Residential to Planned Unit Development (PUD) <br />based on Findings of Fact #0728. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat and Site Plan Approval of Rum River Estates; <br />Case of National Growth <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve ResolUtion <br />#05-07-229 adopting Findings of Fact #0729 regarding the preliminary plat of Rum River <br />Estates. <br /> <br />Further discussion: Councilmember Strommen stated she still has an issue with the cul-de-sac <br />length. Councilmember Elvig replied he concurs, but part of this whole effort was to try to <br />compromise on some of this. Councilmember Cook stated one of the reasons the'City wanted to <br />see the cul-de-sac long was to remove the lift station that is currently there. He noted Potassium <br />Street will now be a much longer cul-de-sac than this one, <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, and <br />Pearson. Voting No: Councilmember Strommen. <br /> <br />Councilmember Elvig commented there has not been a great deal of time spent on the smaller <br />details of this plat. He requested staff to be mindful about issues such as the tree cover and <br />buffering, especially to. the north, the color, architectural detailing and standards, and to be <br />mindful that it is a good'project. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />#05-07-230 granting contingent preliminary plat approval of Rum River Estates, based on <br />Findings of Fact #0729. <br /> <br />Further discussion: Councilmember Strommen noted during the Planning Cormnission review <br />there was discussion that the City does not have 'standards for detached townhomes. <br />Councilmember Elvig requested staff to add this topic to an upcoming work session. City <br />Attorney Goodrich' indicated staff should understand that this preliminary plat approval is <br />contingent on the Potassium Street and the Quicksilver extension. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />and Olson. Voting No: Councihnember Strommen. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to direct staff to negotiate <br />first right of refusal on the property located directly north of the proposed cut-de-sac in Rum <br />River Estates for the purpose of access to Neon Street. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen.
